Regarding the project to 'revive' the To Lich River, the Hanoi People's Council agreed to adjust the investment policy to increase the project completion progress and reduce the total investment to more than 11,100 billion VND.

On December 10, at the 20th session, delegates of the Hanoi People's Council passed a resolution to adjust the investment policy of a number of public investment projects of Hanoi, including the project to "revive" the To Lich River.

According to the content of the report drafted by the Hanoi People's Committee, the Yen Xa wastewater treatment system project approved by the Prime Minister has a total investment of more than 16,200 billion VND, of which the ODA loan from the Japan International Cooperation Agency (JICA) is more than 56 million Japanese yen, equivalent to more than 13,700 billion VND (accounting for 84.14% of the total investment). The counterpart capital from the city budget is more than 2,500 billion VND.
Of which, package 1 to build a wastewater treatment plant with a capacity of 270,000 m3 /day and night has been basically completed and has been put into trial operation. Package 2 to build a sewer system for the To Lich River has completed 98% of the work.
Package No. 3, which builds a sewer system for the Lu River, has completed 10% of its work and the contract with the contractor has been terminated. Package No. 4, which builds a sewer system for part of Ha Dong District and the new urban area, has only completed 20% of its work. By the end of October, the total disbursed capital was over VND4,900 billion.
Adjusting the project to soon "revive" To Lich River
In the submission, Hanoi City proposed to adjust the total investment down from more than 16,200 billion VND to more than 11,100 billion VND (a decrease of nearly 5,100 billion VND, including a decrease of ODA capital of more than 6,300 billion VND, and an increase of counterpart capital to more than 1,200 billion VND).

Regarding the reason for the adjustment, Hanoi City said that the ODA capital decreased due to updating the value of bidding packages No. 1, No. 2, No. 4 and the consulting service bidding package according to the value of the contract being implemented. In particular, bidding package No. 3 was updated according to the actual disbursement value at the time of contract termination with the construction contractor.
The adjustment to increase counterpart capital is to carry out the remaining work of package 3; deploy the items of 9 primary settling tanks and 6 gravity sludge tanks of package 1 and other related costs.
Regarding the time, Hanoi proposed to adjust the implementation time to 2027, extending it by 2 years compared to the original implementation plan.
The Hanoi People's Committee said that after being approved by the City People's Council, Hanoi will submit to the Prime Minister for approval to adjust the investment policy of this project.
According to Mr. Dam Van Huan, Head of the Urban Committee of the Hanoi People's Council, the Hanoi People's Council considered and approved the adjustment of the investment policy of the above project to speed up the project's progress.
The To Lich River is about 14 km long, has hundreds of wastewater discharge gates, and receives about 150,000 m3 of untreated domestic wastewater every day. To treat wastewater on both sides of the river, Hanoi has approved the Yen Xa wastewater treatment system project, expected to be completed in 2019, but is behind schedule and has only been put into trial operation since December 1.
To quickly "revive" the To Lich River, Hanoi is building an urgent project to add water from the Red River to this river and aims to turn the To Lich River into a "poetic river" by September 2, 2025.
