According to Hanoi Drainage Company, from morning to afternoon of the same day, the rainfall in many areas in Hanoi was very high, even record-breaking, such as: O Cho Dua ward had rainfall of more than 503mm; Vinh Thanh commune 448mm, Hai Ba Trung ward over 391mm, Tay Mo ward over 300mm and many other wards and communes also exceeded the 200mm threshold.

Meanwhile, the drainage system of Hanoi City is currently only able to drain water with a density of 310mm in 48 hours, so the rainfall on September 30 exceeded the threshold, overloading the drainage system, causing many areas in Hanoi to be severely flooded. Along with that, the water level of To Lich River and many large lakes such as West Lake, Dong Da, Hoan Kiem all exceeded the controlled water level, causing overflow.

A representative of the Hanoi Drainage Company said that normally there are 30 spots in the city that are frequently flooded when there is heavy rain, but by the afternoon of September 30, the number of deeply flooded spots in Hanoi was more than 70.

Faced with the complicated situation of heavy rain, Hanoi has mobilized maximum forces and vehicles to be on duty at flooded areas and coordinated to support people moving through flooded areas. Key pumping stations in the system such as: Yen So, Cau Buu, Dong Bong 1, 2, Co Nhue, Da Sy... are operating at 100% capacity.
* Previously, due to the impact of storm No. 10, at around 11:00 a.m. on September 30, there was very heavy rain in Hanoi that lasted for nearly 14 hours and still had not stopped, causing many residential areas and streets in Hanoi to be flooded, traffic to be paralyzed, and many activities to be seriously affected.
According to the reporter's records at 1 p.m. the same day, there were dozens of flooded spots along the Le Van Luong - Lang Ha route. Even at the intersection of Lang Ha - Thai Ha streets, the water was almost up to the roof of a small car.

As of 2:00 p.m. in Hanoi, the weather was still quite rainy with rainfall from 80 to over 100mm causing localized flooding with a depth of 0.2-0.5m in many places.
