60,000 more students than last school year
According to statistics from the Hanoi Department of Education and Training, as of August 15, in preparation for the new school year 2025-2026, Hanoi has built 43 new kindergartens and primary schools at all levels; of which, the public sector increased by 27 schools (including 10 kindergartens, 9 primary schools, 5 secondary schools and 3 high schools); the private sector increased by 16 schools (including 7 kindergartens, 4 primary schools and 5 secondary schools).
Thus, entering the 2025-2026 school year, Hanoi will have a total of 2,954 kindergartens and primary schools at all levels with a total of about 70,500 classes, meeting the needs of more than 2.3 million students (an increase of about 60,000 students compared to the 2024-2025 school year). Of which, the public sector is 2,337 schools, the rest are private.
Besides, Hanoi also has 29 vocational education - continuing education centers with about 29,000 students studying high school supplementary education and 28,000 students studying in the continuing education joint program.
However, it can be seen that at the high school level, the whole city has only more than 200 schools, both public and private, the public rate is only about 58% - a number still low compared to actual needs.
To improve facilities, Hanoi has invested in building 3 new public high schools, including: Do Muoi High School (old Hoang Mai district), Phuc Thinh High School (old Dong Anh district) and a high school at block A11 Trung Hoa (old Cau Giay district).
For example, Do Muoi High School has a total investment of up to 332 billion VND, of which construction cost is 228 billion VND and equipment cost is 46 billion VND. This new school has a scale of 5 floors above ground, 1 basement, including 45 classrooms, an administrative office, a multi-purpose hall and other functional rooms.
At the preschool level, some schools have invested in facilities, but they have been built for a long time, have small areas, and are difficult to expand with additional functional rooms such as: IT, foreign languages, libraries, etc.; the percentage of schools with computer rooms is low. For the non-public group, facilities are mainly rented from private houses, so some facilities do not meet the conditions for child care.
At the primary level, due to the local increase in the number of students, some schools have not been able to meet the requirements in terms of facilities and classrooms, so the number of students per class is higher than the regulations.
Regarding the planning of the school and classroom network in conjunction with the conditions to ensure quality and meet the requirements of general education reform, the Hanoi Department of Education and Training recognizes that there are still many school construction projects in the planning but they have not yet been implemented, the implementation progress is slow, causing a shortage of schools and classrooms. The development of the school network according to the planning cannot keep up with the population growth rate. Currently, in some wards and communes with rapid urbanization, there is still a lack of school space, leading to a situation where the number of students per class is up to 50-60 students.
Still lacking English, IT, Music teachers
By the end of May 2025, Hanoi had 127,600 teachers; of which, 49,397 were preschool teachers; 31,791 were primary school teachers; 28,528 were secondary school teachers; and 14,614 were high school teachers.
The number of teachers in public schools at all levels is 87,788; in non-public schools it is 39,812. The rate of teachers meeting training standards at preschool level is 81% (of which public teachers meet the standards 94%), at primary level it is 92.05%; at secondary level it is 99% and at high school level it is 100%.
At the preschool level, there is still a shortage of teachers in some localities, the rate of qualified teachers is not high and their capacity is uneven, especially at private independent preschools.
At the primary level, the Hanoi Department of Education and Training recognizes that the quality of teachers and administrators is uneven. Some units still lack English and IT teachers.
At the secondary school level, some units still have a local shortage of teachers; the quality of staff among schools is uneven, and there is a lack of sources for recruiting IT teachers.
The Hanoi Department of Education and Training also generally assessed that one of the shortcomings and limitations of the 2024-2025 school year is that the quality of teachers and education between inner-city and suburban schools is still very different. Some units still have a local surplus or shortage of teachers; the staff of accountants, medical staff , music teachers, and IT teachers in the whole industry is still lacking.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that one of the main tasks of the Hanoi Department of Education and Training in the 2025-2026 school year is to continue to effectively review, supplement, and re-plan the network of educational and training facilities to meet standards and regulations, ensuring educational quality.
In addition, the education sector will advise the city to allocate sufficient resources for education; propose plans and solutions to completely resolve the lack of schools and classrooms in some localities, especially central districts.
Along with that, develop appropriate teacher recruitment plans and policies; coordinate with teacher training schools to have flexible plans for training, retraining, and fostering to ensure that the teaching staff has sufficient quantity, structure, and quality to meet requirements.
Hanoi's education sector has been taking proactive and flexible solutions to ensure enough teachers in class from the beginning of the new school year.
One of the solutions being applied by Hanoi is the “Teacher Bank” model. Accordingly, the education management agency is directly responsible for regulating teachers from schools with surplus to schools with shortage, combining flexible timetable arrangements to ensure no interruption in teaching and learning.
In preparation for the 2025-2026 school year, the Hanoi Department of Education and Training has just launched a plan to recruit nearly 1,000 civil servants to work at schools, including 848 teachers and 94 staff. There are 117 public schools that have registered specific recruitment targets for each subject. Of which, Literature and English have the highest targets (105 targets each), followed by Physical Education (81 targets), Mathematics (79 targets)...
