Hanoi organizes additional driving test council in the Northwest

In order to reduce the pressure on the inner-city examination centers, the Traffic Police Department of Hanoi City Police has organized an additional examination council in Luong Son commune, Phu Tho. This is considered a practical solution, meeting the needs of people in the Northwest region and neighboring provinces.

Northwest "satellite" testing center

According to the reporter's records, the Driver Training and Testing Center at the Fire Prevention and Fighting University, Campus 2 - Ministry of Public Security (Luong Son Commune, Phu Tho Province) has come into operation with close coordination between the school and the Hanoi Traffic Police Department.

The center has invested in modern facilities, a standard training ground, a camera surveillance system, traffic simulation equipment and exam management software according to new regulations of the Ministry of Public Security.

Every day, the examination board at the Fire Prevention University can test nearly 300 candidates; notably, many candidates come from the Northwestern provinces and neighboring areas of Hanoi .

Mr. Pham Van Hoanh, Director of the Driving Test Center - Fire Prevention University said: "The center is located in the Northwest of Hanoi, focusing on serving candidates from Lai Chau, Son La, Dien Bien , Phu Tho... We always coordinate closely with the Traffic Police Department of Hanoi Police, creating the best conditions for candidates in accommodation, living and completing the exam publicly and transparently."

Organizing the examination council in Luong Son helps people from neighboring provinces reduce travel time and costs, contributing to streamlining and reducing the load on already overloaded examination sites in Hanoi's inner city.

According to data from the Hanoi Traffic Police Department, in the past month, the unit has organized 116 driving license tests, including 73 for cars and 43 for motorbikes, with a total of 33,545 candidates, mainly concentrated in the inner city area. Therefore, the establishment of additional examination councils at satellite testing centers such as the center in Luong Son commune has helped people in neighboring provinces reduce travel time and costs.

On September 19 alone, the city organized 5 examination councils with 1,875 participants. This number reflects the increasing demand for driving tests and licenses, especially in the context of the continuous increase in the number of newly registered motor vehicles in Hanoi and other provinces.

Lieutenant Colonel Nguyen Trong Dong, Hanoi Traffic Police Department emphasized: "The testing center in Luong Son is one of the important satellite centers, helping to reduce pressure on facilities in the inner city. Our goal is to bring favorable and fair conditions to candidates, especially in the Northwest region."

According to the forecast of the functional sector, in the period of 2025 - 2030, the demand for driving tests in Hanoi and surrounding areas may increase by 20-30% compared to present. The reasonable allocation of test centers to the suburbs and neighboring areas is a long-term strategy, avoiding the "overload" situation at the test councils.

Many candidates taking the exam at Luong Son expressed satisfaction with the facilities, organization and enthusiastic support of the examiners and staff of the center.

Ms. Phuong Anh (Dong Da district, Hanoi) shared: "The horizontal and vertical matching exercises are the most difficult for me. But thanks to practicing the simulation part, my reflexes are better. The new set of 600 questions from the Traffic Police Department is updated closely to reality, helping us to be more confident when participating in traffic."

Mr. Tuan Anh (Moc Chau, Son La) said: "My brother took the exam here before and got good results, so I also chose this center. Traveling from Son La to Luong Son is much more convenient than going back to Hanoi. The way the exam is organized is also professional and clear."

Meanwhile, Ms. Nguyen Thi Bich Phuong (Ninh Binh) highly appreciated the saving factor: "From my house to Luong Son is not far, convenient for traveling, saving on accommodation costs. The instructors were also enthusiastic, helping us feel confident when entering the exam room...".

Set of 600 questions: Standardized testing

One of the new points that many candidates are interested in is the set of 600 theoretical questions issued by the Traffic Police Department (Ministry of Public Security). This set of questions has been fully updated with current legal regulations, common real-life situations, including many questions about situation handling skills, ethics and culture when participating in traffic.

Right after finishing the driving test with 95 points, candidate Phuong Anh (Dong Da, Hanoi) said that in fact, the new set of 600 questions from the Traffic Police Department has updated new regulations of current laws and has helped candidates feel more confident when participating in traffic.

According to experts, the application of the new set of questions not only helps candidates gain comprehensive knowledge, but also contributes to the formation of a healthy traffic culture and raising awareness when driving. This is also a step forward in driver training and testing, in line with the requirements of building a safe and civilized society.

The organization of an additional examination council in Luong Son has reduced the pressure on Hanoi because the centers in the inner city are often overloaded, making it difficult to organize and supervise. In addition, it creates convenience for people in the Northwestern provinces not to have to travel far into Hanoi's inner city, saving costs, reducing stress; ensuring fairness and transparency.

With the camera monitoring system, management software and standardized process, candidates can be more confident about the results; drivers after receiving their licenses will have better skills and knowledge, contributing to reducing traffic accidents. In addition, the distribution of centers to suburban areas also contributes to reducing traffic flow into the inner city, indirectly limiting congestion and environmental pollution.

Future directions

According to the direction of the Ministry of Public Security and the Hanoi People's Committee, in the coming time, we will continue to review, plan and expand the network of testing centers in many areas, especially the East and South of Hanoi. The goal is to form a "belt" of satellite testing centers, covering the gateways of the capital, serving people in the Red River Delta and the Northwest.

Lieutenant Colonel Nguyen Trong Dong added: “We will continue to closely monitor the organization of the exam, while promoting the application of technology to improve quality. In the future, candidates can register, look up, and track results online transparently and quickly."

Not only meeting the immediate needs, the organization of additional examination councils at the driving test center in the Northwest also creates the premise for the socialization of driver training and testing. Schools and centers in association with State management agencies will together improve the quality of training, ensure safe output, and minimize the risk of accidents.

People expect that with a widespread network of centers, the testing process will no longer be stressful and costly; at the same time, it will create a class of drivers with awareness and skills, contributing to building a civilized and safe traffic culture for the whole society.

The Traffic Police Department has also provided instructions on how to update VNeID to integrate driver's license (GPLX) for those who have just passed the test. According to the Traffic Police Department, after passing the test to issue a driver's license, the National Identification Application, the individual's VNeID app will receive a notification message and request to update the driver's license information. At that time, people will update the information as required, provided that the citizen identification number matches the ID number when registering for the test and the level 2 electronic identification account.

However, there are also cases where the VNeID electronic identification account has not displayed driver's license information data after 3 days of the person passing the test has completed the declaration procedures. The Traffic Police Department has preliminarily determined the cause of the above situation as follows: The transmission line is overloaded, the data synchronization process between systems has to go through many steps leading to slowness; the individual incorrectly declared one of the information contents; the individual did not open the message and make the update request on the National Identification Application - VNeID.

Therefore, for individuals who have successfully passed the test but have not seen their driving license information updated, they need to access the VNeID app to update information related to their driving license. Currently, in addition to using the VNeID account, traffic participants can exploit data on the electronic information page on driving licenses (https://gplx.csgt.bocongan.gov.vn) or the VNeTraffic application to present their driving license when the authorities check. The information on the electronic identification application, the electronic information page on driving licenses and the VneTraffic application is equivalent to a physical driving license. The Traffic Police Department also guides the steps to update driving license information on the National Identification Application - VneID app. The update can only be done when the individual's VneID account has been authenticated at level 2.
