According to the General Secretary, digital transformation is not simply the application of digital technology to socio -economic activities, but also the process of establishing a new, advanced and modern production method - "digital production method", in which the characteristic of the productive forces is the harmonious combination of humans and artificial intelligence; data becomes a resource, becomes an important means of production; at the same time, production relations also have profound changes, especially in the form of ownership and distribution of digital means of production.

Together with the whole country, the new era of the capital Hanoi is to develop towards "Cultural - Civilized - Modern", soon becoming a globally connected city, deeply integrated, highly competitive with the region and the world; people have a high standard of living and quality of life; economy, culture, society develop distinctively and harmoniously, truly a center of convergence, crystallization of the culture of the whole country, civilization of humanity; with a level of development on par with the capitals of developed countries in the region and in the world.

Digital transformation to build smart cities

Regarding digital transformation alone, in recent times, Hanoi has synchronously deployed solutions to promote the capital's digital transformation process, deserving to be the leading locality in the country in implementing Decision 06/QD-TTg in 2022 on the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030".

Specifically, the entire City has received and approved the issuance of level 1 and level 2 identification accounts in 6,369,117 cases (reaching 106.4%), and activated 5,584,946 level 1 and level 2 identification accounts (reaching 93.3%). The construction of ecosystems, shared data, cleaning of population data, data groups, ensuring the criteria of "correct, sufficient, clean, alive".

To move towards the goal of using personal identification numbers as tax codes, to ensure synchronization of tax data with the National Population Database, the Hanoi Tax Department has completed 99.9% of the implementation of reviewing and standardizing personal tax code data.

In addition, the City also directed medical facilities and hospitals to use the Citizen Identification Card with integrated Health Insurance chip in medical examination and treatment. Over 7 million people with Health Insurance cards in the city have synchronized data and used Citizen Identification Cards for medical examination and treatment. Medical facilities in the area have received over 4.6 million medical examinations and treatment using Citizen Identification Cards with chips instead of Health Insurance cards.

Digital transformation is promoted in handling administrative procedures, bringing convenience to people and businesses.

Hanoi has successfully piloted electronic health records and issued criminal records via VNeID in the area, serving as a basis for the Government to deploy nationwide; social security payment services and non-cash pension payments have also been deployed synchronously, effectively and basically to date have reached over 90%.

In particular, Hanoi has built and put into use the app “iHanoi Digital Capital Citizen”; by the end of October 2024, iHanoi had more than 1 million users, becoming an effective online interaction channel between people, businesses and the city government. The deployment of the iHanoi app not only helps to reduce administrative procedures but also improves transparency and efficiency in management and service to the people.

At the end of September 2023, under the direction of the City People's Committee, the Department of Information and Communications, the Department of Industry and Trade coordinated with the People's Committee of Hoan Kiem District and banks to deploy a cashless street. This has created a strong effect, and up to now, the model has been replicated in many districts, thereby bringing many values ​​to people and businesses.

After being deployed in stores, cashless payments have also been gradually introduced to traditional markets. Local authorities have coordinated with commercial banks and telecommunications enterprises to launch “smart market 4.0” models in a series of markets in districts and counties of Hanoi.

Payments to social security beneficiaries are also being promoted without using cash. Of the 291,850 beneficiaries mentioned above, more than 93% have now opened accounts.

In addition, Hanoi also promotes cashless payments at parking lots. As of September 20, a total of 102 locations in 8/30 districts have collected cashless parking fees, resulting in 554,121 transactions with a total amount of more than VND5.7 billion.

In addition, Hanoi also coordinates with businesses to focus on deploying free digital signatures for people at the One-Stop Departments of departments, branches, People's Committees of districts, towns to provide digital signatures and instructions on how to use digital signatures for people when participating in the City's online public services, etc.

In the coming time, Hanoi will focus on continuing to improve digital infrastructure, create big data, develop new technology applications; promote green economic development, digital economy and improve knowledge, develop digital skills for people to build a digital society, smart society.

To further promote the digital transformation process of the capital, Vice Chairman of the Hanoi People's Committee Ha Minh Hai requested that authorities at all levels need to promote the development of 4 readiness to each citizen to further spread the digital transformation process. Specifically: Phones ready to connect to the network, integrate VNeID and iHanoi; electronic identification and bank account registration; ready to use technology and information security skills; ready to learn and constantly innovate.
