Ha Tinh connects 442 learning points to thoroughly grasp the Resolution of the 8th Central Conference

Attending the national conference to study and disseminate the Resolution of the 8th Conference of the 13th Party Central Committee, Ha Tinh connected to 442 district and commune-level bridges with the participation of 46,989 delegates.

On the morning of December 4, the Politburo and the Central Party Secretariat held a nationwide in-person and online conference to study and disseminate the Resolution of the 8th Conference of the 13th Party Central Committee.

Attending the conference at the central bridge were: President Vo Van Thuong; Prime Minister Pham Minh Chinh; Permanent member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai and former leaders of the Party and State; members of the Politburo and members of the Party Central Committee.

The conference was connected to 16,242 points nationwide with more than 1,441,200 cadres and party members participating in studying, researching and implementing the resolution.

In Ha Tinh, Secretary of the Provincial Party Committee Hoang Trung Dung, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung, Chairman of the Provincial People's Committee Vo Trong Hai, members of the Provincial Party Committee Standing Committee, members of the Provincial Party Committee and representatives of departments, branches and sectors attended at the Provincial People's Committee bridge. The conference was also connected to 442 district and commune-level bridges with the participation of 46,989 delegates across the province.

According to the conference program, on December 4, delegates will listen to the following topics: "Continuing to promote the tradition of great national unity, building our country to be increasingly rich, prosperous, civilized and happy"; "Continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period"; "Strategy for defending the Fatherland in the new situation"; "Continuing to build a contingent of intellectuals to meet the requirements of rapid and sustainable national development in the new period and guiding the implementation of Resolution of the 13th Central Committee, Session 8".

On the morning of December 5, provincial and municipal Party Committees and Party Committees directly under the Central Committee organized discussions and contributed opinions to the draft action program to implement Resolution 8 of the 13th Central Committee.

The conference is held in a combination of live and online formats nationwide.

Opening the conference program on the morning of December 4, delegates listened to President Vo Van Thuong deliver a speech on the topic: "Continuing to promote the tradition of great national solidarity, building our country to be increasingly rich, prosperous, civilized and happy".

The topic clearly states the goal of continuing to promote the tradition and strength of great national unity, strengthening social consensus, strongly arousing patriotism, national self-reliance, belief, aspiration to contribute and build an increasingly prosperous and happy country; contributing to the successful implementation of the goal that by 2030 Vietnam will be a developing country with modern industry and high average income, and by 2045 it will become a developed country with high income following the socialist orientation.

Key tasks include: raising awareness and responsibility of Party committees, Party organizations, the political system and the people about the position and importance of promoting the tradition and strength of great national unity; perfecting policies and guidelines on great national unity, arousing the will and aspiration to develop the country; building and rectifying a clean and strong Party; strengthening solidarity within the Party, maintaining the Party's core leadership role in building and promoting the tradition and strength of great national unity.

Enhance the role, effectiveness and efficiency of the State's operations in promoting the tradition and strength of great national unity; promote socialist democracy, the potential and creativity of the People; innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations; promote mass mobilization work, mobilize all resources for national development; organize practical and effective patriotic emulation campaigns and movements.

Next, the delegates listened to Prime Minister Pham Minh Chinh present the topic: "Continuing to innovate and improve the quality of social policies to meet the requirements of national construction and protection in the new period".

Accordingly, the general goal by 2030 is to build a social policy system in a sustainable, progressive and equitable direction, constantly improving the material and spiritual life of the people, contributing to the cause of building and defending the Fatherland. Perfecting a diverse, multi-layered, comprehensive, modern, inclusive and sustainable social security policy; creating opportunities for the people, especially the poor, people in difficult circumstances, people living in areas with particularly difficult socio-economic conditions, to access basic social services, especially in health care, education, housing and information.

Developing a flexible, efficient, internationally integrated labor market associated with sustainable employment; improving the quality of social development management associated with ensuring human rights and civil rights.

The main targets by 2030 include: ensuring that 100% of people with meritorious services and their families receive comprehensive care in both material and spiritual terms, and have a living standard of average or higher compared to the living standard of the residential community; completing universal preschool education for children from 3 to 5 years old, the rate of school attendance at the right age at primary school reaches 99.5%, at least 95% at lower secondary school, at least 75% at high school and equivalent; at least 90% of provinces and cities meet level 2 illiteracy eradication standards.

Build at least one million social housing apartments for low-income people and industrial park workers; completely eliminate temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change; the average housing area per capita nationwide reaches about 30 square meters ^{of floor} space/person. 100% of urban households and 80% of rural households have access to clean water according to standards; 100% of households, schools, and health stations have sanitary facilities that meet standards and regulations.

At least 75% of people in remote, border and island areas, 80% of communes in ethnic minority and mountainous areas enjoy and participate in cultural activities, listen to and watch national and local radio and television channels.

Continuing the conference program, this afternoon (December 4), delegates will listen to Minister of National Defense Phan Van Giang deliver a presentation on the topic: "Strategy for protecting the Fatherland in the new situation" and the topic: "Continuing to build a team of intellectuals to meet the requirements of rapid and sustainable national development in the new period and guiding the implementation of Resolution 8 of the 13th Central Committee" presented by Head of the Central Propaganda Department Nguyen Trong Nghia.
