Many practical benefits
In recent times, the People's Committee of Tan Minh commune has implemented many synchronous solutions in administrative reform, building a serving, transparent and modern government. In the third quarter of 2025, the commune issued a series of important plans, established a Steering Committee on science - technology, digital transformation and Project 06; at the same time, put into operation the initiative "Tan Minh commune virtual assistant" and a model to support people in accessing administrative procedures online.
Thanks to that, from July 1 to September 30, 2025, the commune received more than 3,400 applications, 98% of which were resolved on time; the online submission rate was over 75%, and 100% of applications were digitized. The Commune Public Administration Service Center operated effectively, without detecting any troublesome situations. The work of receiving citizens was focused on with 32 recommendations and feedbacks being handled promptly.
In addition to the achieved results, the commune still faces difficulties such as the software for handling procedures sometimes having errors, lack of IT human resources and staff working part-time to receive people. The city's inspection team requested Tan Minh to continue training skills for staff, promote online public service dissemination, increase transparency and promote digital government.

Along with that, many localities in the city are implementing non-territorial administrative procedures, allowing people to submit documents to any competent authority. This model helps save time, costs, increases convenience for people and businesses, and is considered an inevitable trend in reform and digital transformation today.
Mr. Nguyen Dinh Huan, Director of the Kim Thanh Commune Public Administration Service Center, cited that a resident of Kim Thanh Commune, when traveling to Cat Ba and wanting to confirm household registration information, can go to the People's Committee of Cat Hai Special Zone to submit the application. The civil servant receives it and transfers it to the People's Committee of Kim Thanh Commune for processing and returns the results. This method brings convenience to the people, not depending on the place of permanent residence registration as before. In terms of professionalism, the receiving civil servant must check the correct and complete application components and the authentic identity of the applicant according to general instructions.
According to Ms. Nguyen Thi An, Deputy Director of the City Public Administration Service Center, implementing non-territorial procedures brings many benefits. People do not need to return to their place of permanent residence but can choose the nearest, most convenient location. The documents will be received by civil servants, guided (if necessary), and then transferred to the place of settlement. The results will be returned by post or online. This method helps save time, costs, and increases flexibility and transparency in public administration.

After the merger, the city requested departments, branches and localities to urgently review, reduce and simplify administrative procedures, and apply methods of receiving and resolving regardless of administrative boundaries. To date, the city has announced 1,320 administrative procedures implemented without boundaries within the province, including 1,179 procedures at the department level and 141 at the commune level. Many departments have a large number of administrative procedures implemented without boundaries within the city such as: Agriculture and Environment with 358 procedures; Science and Technology with 152 procedures; Education and Training also has 143 administrative procedures without boundaries...
Removing geographical barriers not only helps people access public services conveniently, but also demonstrates a modern, transparent, and highly effective public administration.
The Department of Science and Technology of Hai Phong City is urgently coordinating with departments, branches, and the City Public Administration Service Center to develop an electronic process to receive documents and return results for non-administrative procedures in the city. However, to operate effectively, it is necessary to soon amend legal documents to allow administrative agencies to receive and process documents of citizens and organizations outside the locality; flexible authorization mechanism, clear decentralization. In addition, digital infrastructure also needs to be synchronized, highly secure, and build a unified, interconnected public service portal where people can submit documents and look up results from anywhere.
In the context of national digital transformation being promoted, handling administrative procedures regardless of administrative boundaries is a step demonstrating the determination of the Government and authorities at all levels to serve people and businesses better and more effectively.
In October 2025, Prime Minister Pham Minh Chinh issued Official Dispatch No. 187/CD-TTg on controlling, reducing, simplifying administrative procedures and promoting the implementation of "non-territorial" administrative procedures. The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to publicize the list of administrative procedures that are implemented regardless of administrative boundaries within the province, creating favorable conditions for people and businesses to choose a place to submit documents suitable for their place of residence, study and work. The goal is that 100% of provincial-level administrative procedures will be implemented according to the "non-territorial" principle by 2025.
