Consulting on the draft Strategic Technology Product Development Program for 2025

The Ministry of Science and Technology (MOST) is collecting opinions on the draft Decision of the Prime Minister approving the "National Science, Technology and Innovation Program to develop strategic technology products prioritized for implementation in 2025".

According to the draft, the Program focuses on 6 strategic technology groups that are of particular importance to economic growth, national technological security and digital transformation, including: large language models and Vietnamese virtual assistants; AI Camera processing at the edge; autonomous mobile robots; 5G mobile network systems and devices; blockchain network infrastructure and application layers for traceability and crypto assets; and unmanned aerial vehicles (UAVs). The Ministry of Science and Technology is the agency in charge of managing the Program in the period 2025–2030.

The draft emphasizes the goal of developing national capacity in research, design, manufacturing and commercialization of strategic technology products, forming foundational industries with international competitiveness and ensuring technological sovereignty . Through 6 groups of strategic technology products, fully mastering the core technologies of 6 groups of strategic technology products; building a national innovation ecosystem connecting institutes, schools and enterprises, connecting the public and private sectors, civil and defense sectors; developing testing infrastructure, human resources and specific policy institutions to accelerate the process of research, development, testing and commercialization of strategic technology products; increasing the localization rate and domestic added value, replacing imports and moving towards export; Turn Vietnam into a leading research and development (R&D) center, producing strategic core technologies in Southeast Asia by 2030, contributing to the realization of national goals on digital transformation, developing a knowledge-based economy and ensuring technological security.

The program aims to master 60-70% of the core technologies of 6 product groups by 2027, complete the research phase, decode technology, build prototypes and test products, and establish a system of laboratories, testing facilities and key R&D centers. The draft also aims to build a policy testing mechanism (sandbox) and a system of standards and technical regulations for new technologies, creating a legal foundation for deployment, testing and commercialization.

The program aims to master 60-70% of core technology of 6 product groups by 2027.

By 2030, Vietnam aims to master at least 80% of core technology of 6 strategic technology product groups, forming R&D, design, manufacturing and industrial-scale production capacity, moving towards technological autonomy, import substitution, and deep participation in the global value chain.

Specifically, the Program aims to master at least 80% of core technology and completely master the design, integration, manufacturing and production processes of six strategic technology product groups; form strategic technology industries with international competitiveness in the fields of artificial intelligence (AI), telecommunications, robots, UAVs, blockchain and smart devices, with at least 10 Vietnamese technology enterprises meeting international standards, of which at least 3 are enterprises with a scale of over one billion USD.

The program also aims to widely commercialize strategic technology products, meet most domestic needs and expand exports to the region and the world; synchronously develop an innovation ecosystem including testing infrastructure, R&D centers, investment funds and controlled testing mechanisms, creating a favorable environment for core technology development; train at least 10,000 engineers, researchers and core technology experts in related fields, forming a network of high-quality science and technology human resources to meet the requirements of high-tech industry development in the period 2025-2030. The ultimate goal is to make Vietnam a leading center for research, development and production of 6 strategic technology groups in Southeast Asia, contributing to ensuring technological sovereignty, data and national security, while promoting economic growth based on knowledge, technology and innovation.

The issuance of the Decision approving the Program is expected to create an important legal foundation to mobilize national resources, promote innovation and form high-tech industries of international stature.
