On the afternoon of July 24, Mr. Tran Hong Minh, Minister of Construction , Deputy Head of the Steering Committee for key projects and important national projects in the railway sector, and the working delegation inspected and directed the construction site of the Lao Cai - Hanoi - Hai Phong railway project at the Nam Hai Phong station area in Duong Kinh ward.

At the meeting, the delegation listened to reports from functional units on the progress of the project. According to the report of the Hai Phong City People's Committee, the city has established a working group to coordinate the implementation of the project and develop a plan to implement the work in the area.
Currently, the City has identified the number of resettled households of about 1,700 households, and assigned investors to implement 14 resettlement projects. Of which, 11 projects are in the old Hai Duong and 3 projects are in the old Hai Phong with 9 resettlement areas. The total area for implementing resettlement projects is about 59.86 hectares. The estimated cost is about 1,237 billion VND.
The Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project through Hai Phong City has a total length of about 89.88 km, passing through 24 communes, wards and special zones. The project reclaims about 624.13 hectares of land from 6,096 households, with a cost of about 9,753 billion VND for site clearance. Of which, 1,749 households need to be resettled (407 households in the old Hai Duong, 1,342 households in the old Hai Phong).
The Lao Cai - Hanoi - Hai Phong railway project is a national key project, of strategic significance in forming a railway transport network in the North, strengthening inter-regional connectivity, and promoting socio-economic development of the localities through which the route passes.
With the efforts of sectors and localities, Hai Phong completed the work of measuring, extracting, and assigning ownership to serve the preparation of land recovery records for the main route in 24 communes, wards, and special zones and setting up temporary markers to manage the site from June 16.
During the inspection, Minister of Construction Tran Hong Minh highly appreciated the proactive spirit and close coordination of units and localities in the preparation process for the project. The Minister of Construction emphasized that this is an important national key traffic project, creating favorable conditions for import and export of goods, promoting logistics and industrial development. He requested the city to continue to focus on site clearance, ensuring a clean site to start the project in accordance with the Government's direction.
For the Railway Project Management Board, it is necessary to complete the approval of the Project's design documents and site clearance stake placement documents, hand over the stakes to Hai Phong, so that the city is qualified to complete the land recovery documents, land recovery notice, prepare and submit for approval the site clearance plan in July 2025.

The Minister of Construction noted that the City needs to pay attention to listening to and understanding the legitimate aspirations of the people; to the extent possible, prioritize on-site resettlement plans to minimize disruption to people's lives. The implementation process needs to ensure publicity and transparency of policies, and carry out propaganda and mobilization work well to create consensus among the people, contributing to speeding up the progress of site handover. Units and localities need to coordinate closely, proactively remove difficulties and obstacles, and focus on the task of implementing the project, completing it on schedule.
Hai Phong needs to review and adjust the planning of the area surrounding the station, study and upgrade the inland waterway port system to take advantage of development opportunities when the Lao Cai - Hanoi - Hai Phong railway project comes into operation.
The project passes through 24 communes, wards and special zones, including: Cam Giang, Ke Sat, Mao Dien, Binh Giang, Yet Kieu, Gia Loc, Gia Phuc, Tan Ky, Tu Ky, Dai Son, Chi Minh, Ha Dong, An Quang, Quyet Thang, An Khanh, An Hung, Kien Thuy, Kien Minh, Duong Kinh, Hai An, Dong Hai, Nam Do Son, Kien Hai, Cat Hai special zone.
The total land acquisition area is about 624.13 hectares, the total number of affected households is 6,096 households, the total cost of site clearance is about 9,753 billion VND.
