Provincial People's Council supervises the implementation of national target programs in Van Yen district

Yen Bai - On June 5, the monitoring delegation of Yen Bai Provincial People's Council led by Mr. Vu Quynh Khanh - Vice Chairman of the Provincial People's Council supervised the implementation of national target programs in Van Yen district.

The national target programs (NTPs) to be monitored include the New Rural Development Program, the Sustainable Poverty Reduction Program, and the Socio -Economic Development Program for Ethnic Minority and Mountainous Areas, 2021-2025 period.

The total capital plan to implement the national target programs in the district is 460 billion 811 million VND. Of which, the national target program for socio-economic development in ethnic minority and mountainous areas is 279 billion 869 million VND; the national target program for sustainable poverty reduction is 5 billion 842 million VND and the national target program for new rural construction is 175 billion 100 million VND.

After 2 years of implementation, the district has so far allocated and disbursed over 124 billion VND in capital plan; of which, the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas disbursed 78 billion 296 million VND, equivalent to 42.6% of the plan; the National Target Program for Sustainable Poverty Reduction disbursed 611 million VND, equivalent to 3.% of the plan; the National Target Program for New Rural Development disbursed 45 billion 152 million VND, equivalent to 48.9% of the plan.

In the process of implementing projects and sub-projects under the National Target Programs, some contents are still slow, such as the national target program for sustainable poverty reduction; the national target program for socio-economic development in ethnic minority and mountainous areas... Up to now, this content has not had specific instructions on support levels for projects, for value chains... so it cannot be implemented; the progress of disbursement and implementation of basic construction projects under the National Target Programs is still slow.

At the working session, Van Yen district proposed and recommended to the Provincial People's Council Supervision Delegation and the Provincial People's Committee, after receiving guidance documents from higher levels, to soon issue support norms and provide specific guidance on support norms for projects, production plans for value chains, community production support... for sub-projects under the National Target Program for local implementation.

At the same time, it is recommended that the province continue to have mechanisms and policies to support the construction of roads for special villages and hamlets and support policies for children of ethnic minorities in communes in especially difficult areas...

Recognizing and appreciating the direction and implementation of the Party Committee and authorities from the district to the grassroots level in implementing the three national target programs, Vice Chairman of the Provincial People's Council Vu Quynh Khanh affirmed that the people's lives in the district have been positively improved, infrastructure has been gradually invested and effectively promoted, the rural appearance has improved, the socio-economy has developed, the people's lives, especially those of ethnic minorities, have been improved, creating momentum for the district to meet new rural standards by 2025.

Through monitoring, the Monitoring Team found some shortcomings and limitations. Vice Chairman of the Provincial People's Council Vu Quynh Khanh suggested that the District People's Committee should proactively develop and complete documents directing, operating, and guiding the implementation; continue to do a good job of propaganda, dissemination, and improving the capacity and awareness of each cadre and civil servant; regularly organize inspection teams, monitor and evaluate the implementation of programs, to promptly answer and remove difficulties and obstacles right at the grassroots level, in order to ensure the progress of project implementation.

Promote the role of the Vietnam Fatherland Front Committee and socio-political organizations in disseminating the content of programs in a specific, detailed, realistic manner, suitable for each target audience, creating consensus in society.

The district needs to further promote the sense of responsibility of the leaders in directing, operating, allocating, and disbursing investment capital and have drastic solutions to continue disbursing the allocated capital according to the set plan; propose drastic solutions to direct communes to implement the new rural criteria to ensure sustainability, and improve people's lives in a substantial way. Diversify mobilized capital sources for implementation, focusing on effectively using capital sources of the National Target Program...

For proposals and recommendations, the Supervisory Team records and accepts the recommendations and proposals of the district to synthesize and recommend to competent authorities for resolution.

Previously, the Standing Committee of the Provincial People's Council supervised the centralized domestic water supply project; the Phu La Ethnic Craft Village model; the Primary and Secondary Boarding School for Ethnic Minorities and a number of households supported with machinery, agricultural tools, and domestic water tanks in Chau Que Thuong and Mo Vang communes.
