Quang Nam Provincial People's Council issued a Resolution to improve the quality and effectiveness of handling administrative violations.

According to the resolution, the Provincial People's Council assigned the Provincial People's Committee to direct departments, branches, sectors and localities to continue to disseminate, guide and effectively implement the Law on Handling of Administrative Violations and legal documents related to handling of administrative violations.

Improve the effectiveness of state management in handling administrative violations; regularly organize periodic meetings to promptly grasp and remove difficulties and limitations.

Directing the review and speeding up the progress of completing infrastructure of real estate business projects in the province, requesting project investors to promptly complete procedures to grant land use right certificates to secondary investors according to regulations.

At the same time, resolutely reclaim land use projects that are behind schedule and projects that violate the law; strengthen the management of the current status; focus on reviewing and eliminating suspended planning to overcome and minimize violations of regulations on construction order, urban areas, and land in the area...

Previously, the Provincial People's Council's Thematic Supervision Delegation issued Report No. 10, dated November 1, 2024, on the results of the supervision of "Compliance with legal regulations on handling administrative violations in a number of fields in the province in the period of 2021 - 2023".

There are 5 areas monitored including: land, construction, environment, security and order, social safety and prevention of social evils in 9 district-level localities and 3 specialized departments and branches.

Including: Nui Thanh, Tam Ky, Dien Ban, Dai Loc, Hoi An, Duy Xuyen, Tien Phuoc, Hiep Duc, Bac Tra My and Provincial Police, Department of Construction, Department of Natural Resources and Environment.

During the 2021 - 2023 period, the above agencies and localities detected and handled 19,658 violations with fines of more than VND 49.6 billion.

The work of organizing the implementation of decisions on administrative sanctions has achieved many results; the rate of completion in the district block is 72%, in the department block and 2 branches is 88%. The number of decisions being complained about and sued is low...

Besides the achieved results, there are still some limitations, such as the leadership, direction and inspection of the law enforcement on administrative violation handling by some local Party committees and authorities are sometimes limited and not thorough.

The propaganda, dissemination and legal education activities of some agencies and localities are not very effective. State management in the fields of land, construction and environment is still inadequate.

The coordination between the Department of Finance and the Provincial Police in valuation and determination of damaged assets as a basis for criminal and administrative handling in some cases is not good, there is no consensus on handling viewpoints, time of valuation and determination of asset value...
