Kinhtedothi - On the afternoon of March 3rd, Mr. Nguyen Ngoc Tuan, Deputy Secretary of the Hanoi City Party Committee and Chairman of the Hanoi City People's Council, presided over a meeting and signed an agreement to strengthen cooperative relations between the Hanoi City People's Council and the Fukuoka Provincial Council (Japan) for the period 2025-2028.
Speaking at the meeting, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan expressed his pleasure in welcoming the delegation from the Fukuoka Provincial Council (Japan), led by Mr. Kohara Katsuji, Chairman of the Fukuoka Provincial Council, on their working visit to Hanoi.

The Chairman of the Hanoi People's Council emphasized that the delegation's visit took place at a particularly significant time, following the visit of the high-level Hanoi delegation to Fukuoka, in the context of Vietnam and Japan continuing to strengthen their "Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World". At the same time, this is also an important milestone, marking the 10th anniversary of the official signing of the cooperation agreement between the Hanoi People's Council and the Fukuoka Provincial Council (2014-2024). Chairman Nguyen Ngoc Tuan expressed his confidence that the bilateral talks would yield practical and successful results.
In his welcoming remarks at the meeting, Mr. Kohara Katsuji, Chairman of the Fukuoka Prefectural Assembly, thanked Hanoi City for the warm welcome extended to the delegation from the Prefectural Assembly. He also stated that, in accordance with the cooperation agreement between the Hanoi City People's Council and the Fukuoka Prefectural Assembly, the two localities have exchanged ideas in many economic, cultural, and social fields; exchanged students, and conducted study tours. Through these exchanges, both sides have had many opportunities to share experiences.

"During this meeting, the two sides will continue to sign memoranda of understanding, including in the field of health. I believe that this program will further strengthen the relationship between the two localities, which have cooperated reliably in the past," Mr. Kohara Katsuji emphasized.
Chairman of the Hanoi People's Council, Nguyen Ngoc Tuan, highly appreciated the Fukuoka Provincial Council's inclusion of the "One Health" program in the new phase of the agreement. He also informed the Fukuoka Provincial Council delegation about Hanoi's socio-economic development in 2024, stating that the city's socio-economic development in 2024 achieved comprehensive and effective results. The city's Gross Regional Product (GRDP) increased by 6.52% compared to the previous year; foreign direct investment (FDI) reached US$2.2 billion, ranking 5th nationwide in attracting FDI... Currently, Hanoi is focusing on building and perfecting development institutions and policies to create and allocate development space for the capital city in the coming time. Simultaneously, the 2024 Capital City Law and the Capital City Planning for the period 2021-2030, with a vision to 2050, will be implemented, promoting development in the period leading up to a new era - an era of national progress for Vietnam.

Recalling the tradition of cooperation between Vietnam and Japan, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan stated that the relationship between the two sides has continuously developed and achieved many outstanding achievements in various fields. Notably, the two sides have upgraded their relationship to a "Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World".
Regarding Fukuoka Prefecture, Hanoi City has recently organized numerous delegations to visit, exchange ideas, and work with them, thereby strengthening mutual understanding and friendship between the two sides. Based on the long-standing relationship between the two localities, Chairman of the Hanoi City People's Council Nguyen Ngoc Tuan expressed his hope that the Hanoi City People's Council and the Fukuoka Provincial Council will continue to sign cooperation agreements in the future, not only in the field of health but also expanding to include culture, education, urban development, environment, agriculture, and people-to-people exchanges for mutual development.

"Hopefully, in the future, the relationship between Hanoi and Fukuoka will continue to develop. Cooperation between the two sides will become more substantive, yielding practical results and making positive contributions to the development of both localities. May the friendship and cooperative relationship between Hanoi and Fukuoka province grow stronger and flourish even more," expressed Nguyen Ngoc Tuan, Chairman of the Hanoi People's Council.

To acknowledge the results of the talks and to guide bilateral cooperation in the next phase, the Hanoi City People's Council and the Fukuoka Provincial Council agreed to sign an agreement on strengthening cooperation for the period 2025-2028, which includes the addition of the "One Health" program. This program, developed by Fukuoka province based on Japan's high-quality healthcare system, has a positive impact on preventing infectious diseases and providing healthcare for the people.
