On the afternoon of January 13th, the Standing Committee of the Hanoi City People's Council summarized the activities of the People's Councils at all levels in the city in 2024 and outlined tasks for 2025.

Enhancing the effectiveness and efficiency of the People's Councils at all levels.
In 2024, the People's Councils at all levels in the city closely followed the provisions of the law, the working regulations, the principle of democratic centralism, promoted the spirit of unity and wisdom, continued to innovate, improve the effectiveness and efficiency of their operations, ensuring they were proactive, scientific , flexible, and practical.
From the beginning of 2024 to the present, the City People's Council has held 6 sessions, including 4 specialized sessions and 2 regular sessions. The People's Councils at the district and commune levels have held 671 sessions. These sessions have promptly considered and decided on important and urgent issues with far-reaching impacts on the effectiveness and efficiency of all levels of government, as well as policies and measures to ensure the socio-economic development and social welfare of the city.
The City People's Council organized more than 20 monitoring and survey sessions; the People's Councils at the district and commune levels conducted 3,137 monitoring sessions, focusing on issues related to people's lives such as: the implementation of the 5-year socio-economic targets; food safety, environmental sanitation, the recognition of national standard schools, tourism management, construction management, planning management, etc.
The questioning and explanation activities of the Standing Committees of the People's Councils of districts, towns, and communes have continued to improve. The People's Councils of districts and towns have held 52 questioning sessions and 42 explanation sessions; the Standing Committees of the People's Councils at the commune and town levels have held 320 explanation sessions. The work of meeting with voters and receiving citizens by People's Council representatives at all levels has been carried out in accordance with regulations. In particular, the Standing Committee of the City People's Council focuses on improving the effectiveness of voter outreach through thematic meetings to listen to the thoughts and aspirations of voters, while also disseminating laws to voters and the people.
At the conference, the Standing Committees of the People's Councils of the districts and counties exchanged and clarified the achievements, emphasizing the high role and responsibility of delegates in organizing sessions, supervision, and re-supervision; at the same time, they shared experiences on organizing sessions, questioning, and explaining, contributing to enhancing the position and role of People's Councils at all levels in supervising pressing social issues.
Prepare the necessary conditions for organizing the Party congress elections at all levels.
Speaking at the closing ceremony, Deputy Secretary of the City Party Committee and Chairman of the City People's Council Nguyen Ngoc Tuan acknowledged and highly appreciated that in 2024, the People's Councils at all levels in the city closely followed the policies and directives of the Central Government and the City; continuing the motto of innovation, science, substance, effectiveness, and efficiency, which was assessed by the Standing Committee of the National Assembly and the National Assembly leadership as a "typical model" of People's Councils of provinces and cities nationwide.
Regarding key tasks for 2025, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan requested that People's Councils at all levels in the city continue to proactively, collaboratively, and effectively develop work programs and plans; launch vibrant, widespread, practical, and effective emulation movements to spread innovation and further improve the quality of activities. In particular, focus on promptly and effectively implementing the policies, directives, and resolutions of the Central Committee and the City Party Committee, as well as the resolutions of the Hanoi People's Council, striving to achieve the highest possible results in socio-economic development targets and tasks for 2025 and the entire term.
In addition, focus on streamlining the organizational structure to ensure effective and efficient operation in accordance with Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam; effectively implement Resolution No. 57-NQ/TW of the Politburo on "Breakthroughs in the development of science, technology, innovation, and national digital transformation"; actively, responsibly, and effectively participate in the preparation for Party Congresses at all levels, the 18th Party Congress of Ho Chi Minh City, and the 14th National Party Congress. Prepare all necessary conditions for organizing the election of National Assembly Deputies for the 16th term and People's Council Deputies at all levels for the 2026-2031 term, in accordance with the Politburo's Directive and guiding documents from the National Assembly Standing Committee and the National Election Council.
Chairman of the Hanoi People's Council Nguyen Ngoc Tuan also requested that the People's Councils at all levels in the city urgently review, finalize, and fully promulgate regulations, mechanisms, and policies to concretize and effectively implement the provisions of the 2024 Capital City Law. This includes accelerating investment in infrastructure systems, key projects in transportation, wastewater and waste management, river pollution, education and training, healthcare, and the restoration of cultural relics; continuing to promote decentralization and delegation of authority, strengthening administrative reform, linking it with digital transformation and implementing Government Decree 06.
Furthermore, it is necessary to further improve the quality of voter outreach, citizen engagement, and the handling of complaints and denunciations. The progress of applications, software, and information technology should be accelerated; and information and communication efforts in the activities of the People's Council should be strengthened...
At the conference, 20 outstanding collectives and individuals who successfully implemented Project No. 15/DA/TU of the Standing Committee of the Hanoi City Party Committee on "Improving the capacity, effectiveness, and efficiency of the operation of People's Councils at all levels in Hanoi City in the period 2021-2026 associated with the pilot implementation of the urban government model and consolidating rural government in Hanoi City" and 40 collectives and individuals who had achieved success in implementing specialized topics and participating in activities of the Hanoi City People's Council in 2024 were awarded Certificates of Commendation by the Standing Committee of the Hanoi City Party Committee and the Chairman of the Hanoi City People's Committee.
