Voters of Hoan Kiem district welcome the effectiveness of supervision by People's Councils at all levels of the city.

Kinhtedothi - On the morning of November 29th, the Deputy Secretary of the Hanoi City Party Committee and Chairman of the Hanoi City People's Council, Nguyen Ngoc Tuan, along with other delegates from the Hanoi City People's Council constituency No. 2 (Hoan Kiem district), met with voters before the 20th session of the 16th Hanoi City People's Council, term 2021-2026.


Voters have raised many issues related to urban development.

During the meeting, the delegation of the Hoan Kiem District People's Council informed voters about the content and program of the 20th Session of the Hanoi City People's Council, 16th term, 2021-2026.

Accordingly, the 20th session of the City People's Council is expected to take place from December 9th to December 13th. The session will consider and approve 59 items, including: 25 reports; 34 resolutions (of which 18 are normative legal resolutions; 16 are individual resolutions) .

At this session, the Hanoi City People's Council will dedicate one day to questioning and answering questions about the implementation of socio -economic tasks and pressing issues of concern to City People's Council representatives and voters in the capital city.

The delegates also informed voters about the results of implementing socio-economic targets in 2024; and the results of addressing the requests of voters in Hoan Kiem district at previous sessions.

Voters welcome the innovations and improved effectiveness of the supervisory activities of the People's Councils at all levels in Hanoi, which have made a practical contribution to the overall socio-economic development results in the area.

Regarding specific issues, voters in Hang Bai ward suggested that relevant authorities implement solutions to ensure environmental safety and hygiene, and prevent fires and explosions. They also requested that the city and Hoan Kiem district assign the Hang Bai ward People's Committee to temporarily manage and use the space as a community center for the residential groups.

Voters in Cua Dong ward have requested that city departments and agencies resolve obstacles in issuing land ownership certificates ("red books") to residents in residential areas – especially for land adjacent to villas that were sold long ago, leaving only temporary houses built by residents on vacant land, or self-managed housing formerly belonging to ministries, departments, companies, and enterprises in the old town and old quarters...

At the same time, voters are also concerned about flooding, environmental pollution, and urban infrastructure improvement. Voters in Cua Dong ward requested that the city consider and implement a plan to reduce the duration of flooding on Phung Hung - Cua Dong - Hoan Kiem street and proposed a synchronized connection with the railway and the renovation of Phung Hung flower garden.

Voters also requested a comprehensive renovation of urban infrastructure in the area, paying particular attention to the old town and historical streets of the city; and solutions to address the pollution caused by construction, renovation, bridge, culvert, and sidewalk maintenance projects, in order to preserve the urban landscape and protect the environment.

Mr. Le Ngoc Binh, a voter from Hang Buom ward, hopes that the city will continue to concretize the contents of the Red River planning by accelerating the implementation of the policy to renovate the riverbanks along the Red River, especially the section passing through the inner city districts, including Phuc Tan and Chuong Chuong wards of Hoan Kiem district.

At the same time, voters also suggested that the city should have a special mechanism to implement the project to renovate 132 bridge arches in Hoan Kiem district, creating a highlight for the capital city because the bridge arches are locations with historical, cultural, and tourism value; and that the bridge spans of Long Bien Bridge need to be regularly maintained to ensure safety.

Implement the Law on the Capital City quickly and scientifically.

Speaking at the meeting with voters, the Deputy Secretary of the City Party Committee and Chairman of the City People's Council, Nguyen Ngoc Tuan, thanked the voters for their heartfelt and responsible opinions; and acknowledged the efforts of the Hoan Kiem district leaders in addressing the voters' requests.

Emphasizing that the General Secretary and the city leaders are very interested in the work of engaging with voters, Chairman of the City People's Council Nguyen Ngoc Tuan requested that city agencies prioritize addressing voters' requests fully, with quality and effectiveness in the coming period.

Providing further information to voters on the results of socio-economic development tasks, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that in the past period, the city has implemented many important tasks, successfully organized major activities and events, including the 70th anniversary of the Liberation of Hanoi; growth targets have been achieved quite well, and social welfare in the area has been ensured... The results are significantly contributed by businesses and people, including Hoan Kiem district.

Regarding the agenda of the 20th session of the Hanoi People's Council, the Chairman of the People's Council stated that the session included 59 items, many of which were related to the implementation of the Law on the Capital City. This demonstrates the city's rapid and scientific implementation of the Law on the Capital City, aiming to bring the Law into effective application in daily life as soon as possible.

Regarding some opinions and suggestions from voters on public asset management, land use right certificate issuance, flood control, garden renovation, environmental pollution remediation, etc., Chairman of the Hanoi People's Council Nguyen Ngoc Tuan requested Hoan Kiem district to find effective solutions; to review and compile a comprehensive list of cases in the entire district that have not yet been issued land use right certificates as requested by voters, and then propose to the city to take comprehensive and decisive action to resolve them all.

In particular, regarding environmental pollution, waste, air quality, etc., Hoan Kiem district needs to mobilize the entire political system, voters, and the people to work together to protect the environment by changing habits in waste treatment, sorting, and collection.

Regarding the project to renovate 132 bridge arches, the Chairman of the Hanoi People's Council requested Hoan Kiem district to classify them for clearance and renovation. For locations related to railway safety, the district should seek the opinion of the Ministry of Transport to resolve any obstacles. Along with this, the district should develop a specific roadmap and plan for handling these arches, clearly identifying the problems. In particular, regarding the voters' request to renovate Long Bien Bridge, Hoan Kiem district should advise the city to seek the opinion of the Ministry of Transport to transfer its management and beautification to Hanoi to create a tourist attraction for the area.

Based on addressing the opinions and suggestions of voters, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan expressed his hope that voters in Hoan Kiem district would continue to contribute their opinions to building the district and the capital city into a cultured, civilized, and modern city in the new era - the era of national progress.
