Kinhtedothi - The Hanoi City People's Council has held 6 sessions and issued 115 resolutions, including 17 resolutions implementing the Law on the Capital City. All resolutions issued are highly feasible, implemented by all levels and sectors in accordance with regulations, and have truly become part of daily life.
According to Vice Chairwoman of the Hanoi People's Council Phung Thi Hong Ha, in 2024, the Hanoi People's Council continued to lead and direct the effective implementation of Project No. 15/DA-TU of the Standing Committee of the City Party Committee on "Improving the capacity, effectiveness, and efficiency of the operation of People's Councils at all levels in the period 2021-2026 associated with the pilot implementation of the urban government model and consolidating rural government in Hanoi"; and Resolution No. 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly on "Guidelines for the supervisory activities of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the People's Council Delegation and People's Council Delegates", so that the activities of the People's Council of Hanoi and at all levels become more systematic, effective, and efficient.
The People's Councils at all levels in the city have proactively and responsibly organized regular and specialized sessions to consider and decide on important and urgent issues that have a profound impact on the effectiveness and efficiency of the government at all levels, as well as on mechanisms, policies, and measures to ensure the fulfillment of socio -economic development tasks and social security in the city.

The City People's Council has held 6 sessions, including 4 specialized sessions and 2 regular sessions. These sessions have promptly considered and decided on important and urgent issues with far-reaching impacts on the effectiveness and efficiency of all levels of government, as well as on policies and measures to ensure the city's socio-economic development and social welfare.
At its sessions, the City People's Council issued 115 resolutions, an increase of 45 resolutions compared to 2023. All resolutions issued were of high quality, highly feasible, and implemented by all levels and sectors in accordance with regulations, truly becoming a part of daily life.
Some notable resolutions include those on balancing and allocating capital, and the accelerated implementation of public investment projects worth trillions of dong. These include the Ring Road 4 - Capital Region project, with Hanoi having invested approximately 12.6 trillion dong; the project to renovate and upgrade National Highway 6, section Ba La-Xuan Mai, with a total investment of 8.1 trillion dong; the construction project of the Hanoi Children's Palace, with a total investment of over 1.3 trillion dong... and many other public investment projects. These projects have a significant impact, promoting socio-economic development and improving the quality of life for the people.
In addition, other important resolutions have been issued, such as: the Resolution on the Planning of Hanoi Capital City for the period 2021-2030, with a vision to 2050; the adjustment of the Public Investment Plan, approval and adjustment of investment policies for projects using public investment capital; the Project on rearranging administrative units at the district and commune levels for the period 2023-2025 of the city; decentralization of management and use of public assets and regulations on the authority to decide on the procurement of goods and services under the city's management; the Urban Development Program for the period up to 2035; the Project on establishing a Public Administrative Service Center; and the approval of tuition fees for public preschool and general education institutions that are self-financing for recurrent expenditures, and high-quality public preschool and general education institutions for the 2024-2025 school year...

Furthermore, immediately after the Law on the Capital City was passed, the Hanoi People's Council promptly organized a conference to disseminate and explain the contents of the Law to People's Council representatives at all levels in the city, and simultaneously issued a plan with 89 specific contents to implement the Law. The Standing Committee of the Hanoi People's Council proactively coordinated with the Hanoi People's Committee to carefully prepare the contents and organize People's Council sessions according to the plan to consider and approve resolutions to implement the Law on the Capital City in accordance with regulations. To date, the Hanoi People's Council has issued 17 resolutions specifying the contents of the Law on the Capital City and is continuing to implement other contents.
In addition to activities at the session, the Standing Committee of the City People's Council has maintained and strictly implemented the Standing Committee's meetings; held briefings between the Standing Committee and the specialized committees of the People's Council, the Office of the National Assembly Delegation and the City People's Council; and held thematic briefings between the Standing Committee of the City People's Council and the Standing Committees of the People's Councils of districts, counties, and towns according to regulations to direct, consider, and resolve issues, ensuring the completion of 100% of the assigned tasks.
The Standing Committee of the Hanoi People's Council reviewed and commented on more than 56 important issues within its authority between the two sessions: giving opinions on the policies for public investment projects, partial adjustments to planning, and investment policies for projects funded by non-budgetary capital; giving opinions and approving personnel for district-level People's Councils within its authority; coordinating the implementation of activities commemorating the 70th anniversary of the Liberation of Hanoi… and other important tasks of the city.
Coordination between the Standing Committee of the Hanoi City People's Council, the Hanoi City National Assembly Delegation, the Hanoi City People's Committee, the Hanoi City Committee of the Vietnam Fatherland Front, and other city agencies continues to be strengthened, ensuring close and effective cooperation, contributing to improved efficiency in the development and implementation of resolutions.
Regarding key tasks for 2025, the Hanoi People's Council will continue to innovate and improve the efficiency of its operations to meet the increasingly high demands of state management and the practical situation of the capital city. This includes closely adhering to the viewpoints, policies, and directives of the Central Government and the City Party Committee on the development of the country and the capital city to build work programs and plans, focusing on developing the socio-economic development plan for the 2026-2030 period, and streamlining the organizational structure for efficiency to meet the overall situation of the country in the "New Development Era - The Era of Vietnam's Struggle for Progress".
In addition, focus on coordinating the development and completion of regulations, mechanisms, and policies to concretize the implementation of the Law on the Capital City; the Capital City Planning, the General Planning for the Construction of the Capital City... Continue to innovate leadership and guidance methods; review and improve the assignment of tasks, operating regulations, and internal procedures for handling work of the Standing Committee of the People's Council, the Committees of the People's Council of Hanoi, and the Office of the National Assembly Delegation and the People's Council of Hanoi to meet the requirements and tasks in the new situation.
