The strong decentralization and delegation of power, and the two-tiered local government system in Hai Phong, are creating positive changes in state management and promoting administrative procedure reform.
The policy of providing financial support for travel and work expenses for officials, civil servants, and employees affected by the reorganization of administrative units has been widely welcomed and appreciated by officials and civil servants.

A resolution stipulating the eligibility criteria and policies for financial support for travel, work, or housing for officials, civil servants, and employees affected by the reorganization and merger of administrative units was recently approved by the 32nd Session of the 16th Hai Phong City People's Council (the regular year-end session of 2025).

According to the resolution, the beneficiaries of the policy supporting travel, work, or housing expenses are officials, civil servants, and employees of agencies, units, and localities affected by the restructuring and merger, whose administrative distance from their current workplace is 15 km or more.

The allowance for commuting to work, based on the distance from the current residence to the new office, is divided into three levels: 1.8 million VND/person/month for distances between 15-30 km; 2.7 million VND/person/month for distances between 30 km and less than 45 km; and 3.6 million VND/person/month for distances of 45 km or more. The allowance for housing rental, for distances of 30 km or more from the current residence to the new office (for those who rent housing), is 2.7 million VND/person/month.

As soon as this resolution was passed, a large number of officials and civil servants working in departments and agencies, especially those who commute daily from West Hai Phong to East Hai Phong for work, were very excited. Ms. Hoang Thi Mai, a civil servant working at the Department of Internal Affairs, expressed: “Every day I travel about 50 km to get to work. The support of 3.6 million VND/month will significantly reduce my fuel costs and travel expenses. More importantly, I feel understood and supported.”

Mr. Nguyen Hung Thang, an officer working at the City Market Management Department's office, said: "Since the merger of the units, the travel time has increased by more than an hour each way. Having to travel long distances every day puts a lot of pressure on us and makes us tired. When we learned that the city has a policy to support travel expenses, all civil servants and employees were delighted and reassured. This is a great motivation for us to perform our duties well."

The resolution, passed at the City People's Council meeting, applies to a broader range of beneficiaries, including all officials, civil servants, and employees of agencies, units, and localities affected by the restructuring, whose current residence is located at least 15 km from the commune-level People's Committee office to their current workplace. This demonstrates humanity and fairness among all officials, civil servants, and employees affected by the restructuring of the administrative apparatus.

More motivation to stay committed and contribute.

Many officials and civil servants also appreciated the timeframe from January 1, 2026 to January 1, 2027, considering it appropriate to allow individuals time to rearrange their lives and plan for long-term relocation. Mr. Le Dinh Dang, a civil servant in the Propaganda and Mass Mobilization Department of the City Party Committee, who commutes daily between the old Hai Duong city and the new office, expressed: When the city provides financial support for transportation, we have more motivation to work with peace of mind, stay committed, and perform our assigned tasks better.”

According to Comrade Nguyen Trong Tue, Head of the Economic and Budget Committee (City People's Council), the support policy has been implemented in accordance with the City Party Committee's guidelines, ensuring compliance with legal regulations and meeting the aspirations of the majority of officials affected by the merger and consolidation of administrative units. This policy not only alleviates practical difficulties but also helps officials feel secure in their work and stabilize their lives during the transitional period after the merger.

Assessing the impact of the policy, Mr. Do Huy Chinh, Deputy Director of the Department of Internal Affairs, said that the merger of administrative units caused certain disruptions, especially for officials and civil servants who had to travel long distances. The timely and practical support policy helped maintain stability in personnel organization and ensured that the overall work progress was not affected.

Funding for this support is allocated from the local budget according to the decentralization scheme. The support is not used for calculating social insurance, health insurance, or unemployment insurance contributions. Furthermore, it is not used as a basis for calculating other allowances, reflecting the direct and practical nature of the support to the recipient's life.

The policy of providing financial support for travel, work, or housing for officials, civil servants, and employees is a significant initiative aimed at stabilizing employee morale, limiting personnel turnover when changing work environments, and ensuring the smooth and efficient operation of the merged administrative apparatus.

The policy also demonstrates the city's appreciation for the contributions of its staff and civil servants. This not only reduces the financial burden but also serves as an important source of motivation, helping staff and civil servants feel secure in their work, committed, and united in fulfilling their duties in the new phase.

On the afternoon of December 10th, the 32nd session of the Hai Phong City People's Council, 16th term (the regular year-end session of 2025), passed a Resolution stipulating the subjects and policies for supporting travel, work, or housing rental for officials, civil servants, employees, and workers of agencies, units, and localities affected by restructuring and mergers.

The beneficiaries include officials, civil servants, public employees, and workers currently working in agencies, units, and localities under the management authority of Hai Phong city; excluding those eligible for car transportation from their residence to their workplace and vice versa as stipulated in Decree No. 72/2023/ND-CP dated September 26, 2023, amended and supplemented by Decree No. 153/2025/ND-CP dated June 15, 2025, of the Government.

Specifically, this includes: Cadres, civil servants, and public employees of the Party, the Vietnam Fatherland Front Committee, political and social organizations, and associations assigned tasks by the Party and the State at the city and commune levels.

Officials, civil servants, and employees of departments, agencies, administrative organizations, and affiliated public service units; and public service units under the People's Committee of the city.

Officials, civil servants, and employees of the People's Committees of communes, wards, special zones, and affiliated public service units.

This includes people working under labor contracts in agencies, organizations, and public service units of the Party, People's Councils, People's Committees, Vietnam Fatherland Front Committees, political and social organizations, and associations assigned tasks by the Party and the State according to regulations.

The allowance for commuting to work is calculated as follows: 1.8 million VND/month for those whose current residence is between 15 km and less than 30 km from their current workplace; 2.7 million VND/month for those whose current residence is between 30 km and less than 45 km from their current workplace; and 3.6 million VND/month for those whose current residence is 45 km or more from their current workplace.

The housing allowance is calculated as follows: For those whose current residence is 30 km or more from their current workplace (in cases where they rent accommodation), each person will receive an allowance of 2.7 million VND per month.

The support is provided monthly and is not used for calculating social insurance, health insurance, or unemployment insurance contributions and benefits, nor is it used as a basis for calculating other benefits or allowances.

Eligible individuals are only entitled to one of the two support levels (travel or housing), at the highest level. If an individual is eligible for multiple policies or schemes providing financial support for travel, work, or housing, they are only entitled to one policy and will be given priority for the policy with the higher support level.

The distance is defined as the length of the shortest road route from the current residence to the office of the current employer.

The resolution takes effect from January 1, 2026 and expires on January 1, 2027.
