Modernizing and upgrading Vietnamese higher education.

On October 24, in Ho Chi Minh City, the Central Propaganda and Mass Mobilization Commission, the Ministry of Education and Training, and Ho Chi Minh City National University jointly organized the scientific conference "Modernizing and upgrading Vietnam's higher education, creating breakthroughs in developing highly qualified human resources and talents, leading research and innovation".

Comrade Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department, delivered a speech at the seminar.

The workshop aims to disseminate and guide the implementation of Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development, especially those related to higher education; and at the same time, to raise awareness and propose specific breakthrough solutions to modernize and elevate Vietnamese higher education.

Attending the workshop were Politburo member, Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department Nguyen Trong Nghia; leaders of central and local departments, ministries, and agencies; managers, scientists , and leading experts in education.

In his directive speech, Head of the Central Propaganda and Mass Mobilization Department Nguyen Trong Nghia emphasized: Resolution No. 71-NQ/TW is one of the seven Politburo resolutions of strategic importance, creating a unified whole and serving as a breakthrough to usher the country into a new era. Building upon Resolution No. 29-NQ/TW and Conclusion No. 91-KL/TW of the 13th Politburo, Resolution 71 defines the viewpoints, objectives, tasks, and breakthrough solutions for the development of education and training.

This is a practical resolution, reflecting the Party's new thinking in shifting from "issuing policies" to "managing implementation," placing the people and businesses at the center, and using practical effectiveness as a measure. With the viewpoints, goals, tasks, and breakthrough solutions for the development of education and training outlined in Resolution No. 71-NQ/TW, Comrade Nguyen Trong Nghia believes that education and training, including higher education, will make new strides. Education and training will truly become a top national priority, determining the future of the nation.

The workshop was attended by leaders from central and local government agencies, ministries, and departments, as well as managers and scientists.

To effectively implement Resolution No. 71-NQ/TW, focusing on modernizing and upgrading higher education, the Head of the Central Propaganda and Mass Mobilization Department, Nguyen Trong Nghia, requested that Party committees, agencies, higher education institutions, management staff, lecturers, experts, and scientists thoroughly understand the guiding principles, strategic goals, and breakthrough solutions of the resolution. Only on the basis of a full, comprehensive, and profound understanding can implementation be ensured to be correct, relevant, creative, and effective.

All levels of government should focus on perfecting institutions, mechanisms, and policies, especially unique and superior mechanisms and policies, and the strategic framework for the development of higher education and training; the higher education system needs to continue to strongly innovate its training programs towards "standardization, modernization, democratization, socialization, and international integration." Units should develop a team of lecturers, researchers, experts, scientists, and education management staff who possess sufficient competence, quality, and prestige to meet the requirements of modernization and elevate higher education; and promote deep and broad international cooperation and integration in higher education and training, especially in key areas and emerging technologies...

Over 40 presentations at the conference focused on four main themes: University policy and governance; Human resource training and development; Scientific research, technology and innovation; and Integration and sustainable development. The discussions focused on key issues in higher education today, from perfecting institutions and modern university governance models to solutions for effectively mobilizing resources to develop universities, aiming for universities to not only be places for training high-quality human resources but also centers for research, innovation, and the training of elites for the nation, serving as a central driving force for national development.

As a pioneering institution, the Vietnam National University Ho Chi Minh City (VNU-HCM) effectively implements major policies and guidelines of the Party and State, and is also a center for initiating many groundbreaking ideas in education and training development. The university's development strategy for the 2021-2030 period aligns with, and even anticipates, the important directions of Resolution 71. The university is vigorously implementing key programs on talent training, developing outstanding research groups in core technology fields such as semiconductors and artificial intelligence (AI), and building a comprehensive innovation ecosystem, aiming to become a leading research university in Asia.

The results of the workshop are expected to provide solid scientific and practical arguments, serving as an important basis for relevant agencies to refine policies and for higher education institutions to build strategic development roadmaps, contributing to creating a substantive transformation for Vietnam's higher education system.
