Modernizing and improving Vietnamese higher education

On October 24, in Ho Chi Minh City, the Central Propaganda and Mass Mobilization Commission, the Ministry of Education and Training, and Ho Chi Minh City National University jointly organized the scientific conference "Modernizing and upgrading Vietnam's higher education, creating breakthroughs in developing highly qualified human resources and talents, leading research and innovation".

Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, spoke at the workshop.

The workshop aimed to disseminate and guide the implementation of Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development, especially contents related to higher education; at the same time, raise awareness, propose and recommend specific breakthrough solutions to modernize and improve Vietnam's higher education.

Attending the workshop were Politburo member, Party Central Committee Secretary, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia; leaders of central and local departments, ministries, branches, managers, scientists , and leading experts on education.

In his speech, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia emphasized: Resolution No. 71-NQ/TW is one of the seven Resolutions of the Politburo with strategic policy significance, creating a unified whole, a breakthrough to bring the country into a new era. On the basis of Resolution No. 29-NQ/TW and Conclusion No. 91-KL/TW of the 13th Politburo, Resolution 71 identifies viewpoints, goals, tasks, and breakthrough solutions for education and training development.

This is an implementation resolution, demonstrating the Party's new thinking in shifting from "promulgating policies" to "executive governance", taking people and businesses as the center, taking practical effectiveness as the measure. With the viewpoints, goals, tasks, and breakthrough solutions for education and training development in Resolution No. 71-NQ/TW, Comrade Nguyen Trong Nghia believes that education and training, including higher education, will have new developments. Education and training will truly become the top national policy, deciding the future of the nation.

The workshop was attended by leaders of central and local departments, ministries, branches, managers and scientists.

To effectively implement Resolution No. 71-NQ/TW, focusing on modernizing and improving higher education, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia requested Party committees, agencies, higher education institutions, management staff, lecturers, experts, and scientists to firmly grasp the guiding viewpoints, strategic goals, and breakthrough solutions of the resolution. Only on the basis of full, comprehensive, and profound awareness can the implementation be ensured to be correct, accurate, creative, and effective.

All levels and sectors focus on perfecting institutions, mechanisms and policies, especially specific and outstanding mechanisms and policies, and the strategic framework for developing higher education and training; the higher education system needs to continue to strongly innovate training programs in the direction of "standardization, modernization, democratization, socialization and international integration". Units develop a team of lecturers, researchers, experts, scientists, and educational managers to ensure sufficient capacity, qualities, and prestige to meet the requirements of modernization and upgrading of higher education; promote deep international cooperation and integration in higher education and training, especially in key areas and emerging technologies...

More than 40 presentations at the conference focused on 4 topics: University policy and governance; Human resource training and development; Scientific research, technology and innovation; Integration and sustainable development. The discussions focused on important issues in current higher education, from perfecting institutions and modern university governance models, to solutions to effectively mobilize resources to develop universities, aiming at universities not only being places to train high-quality human resources but also being centers of research, innovation and elite training of the country, being the central driving force of national development.

With its pioneering role, Ho Chi Minh City National University is not only an effective implementer of major policies and guidelines of the Party and the State, but also a center for initiating many breakthrough ideas on education and training development. The unit's development strategy for the period 2021-2030 is in line with, and even anticipates, the important directions of Resolution 71. The unit is strongly implementing key programs on talent training, developing excellent research groups in core technology fields such as semiconductors, artificial intelligence (AI), building a comprehensive innovation ecosystem, aiming to become a leading research university in Asia.

The results of the workshop are expected to provide solid scientific and practical arguments, which are an important basis for authorities to perfect policies and for higher education institutions to build strategic development roadmaps, contributing to creating substantial changes for Vietnam's higher education.
