Building a national innovation ecosystem is an urgent requirement.

On October 24, in Hanoi, the Academy of Public Administration and Management in collaboration with the United Nations Development Programme (UNDP), Chandler Institute of Governance, Lee Kuan Yew School of Public Policy (Singapore), Canadian Agency for International Education (CBIE), Eastern Organization for Public Administration (EROPA) and the ASEAN Public Service Training Institutions Network (PSTI) organized the annual International Public Administration Forum 2025 with the theme: "Innovation towards sustainable national development in the new era".

In his opening speech, Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, said that in the context of strong global fluctuations due to the technological revolution with AI, big data, cloud computing and new generation technology, innovation has become the central source of energy for national competitiveness. In the world, many governments have shifted from "administrative management" to "development creation", considering governance capacity as a measure of national strength. In Vietnam, administrative reform is being strongly implemented towards a streamlined, honest and effective civil service, in which each cadre and civil servant becomes an agent of innovation, daring to think, daring to do, daring to take responsibility. Science - technology, innovation and digital transformation are identified as three pillars of development: digital economy, data economy and digital government.

Emphasizing the need to take science and technology, innovation and digital transformation as the main driving force, with three pillars: digital economy , data economy and digital government, Professor, Dr. Nguyen Xuan Thang said that it is necessary to remove institutional bottlenecks, promote the leading role of the State in creating a comprehensive innovation ecosystem - where enterprises are the center, schools and research institutes are knowledge launching pads and state management agencies are the coordinating hub.

The Academy of Public Administration and Management is assigned the responsibility of accompanying the process of institutional innovation and modernization of the Vietnamese civil service; not only focusing on training, fostering and developing leadership, administrative and management capacity for cadres, civil servants and public employees, but also focusing on building innovation capacity, strategic thinking and adaptability in the digital transformation period.

In the era of artificial intelligence and digital economy, innovation is not only the driving force for growth but also the foundation of modern national governance. A nation can only develop sustainably when every policy, every agency and every official knows how to innovate and serve. Innovation needs to become a culture of action for the entire system, connecting the State - Schools - Enterprises, creating synergy in administrative reform and improving national productivity.

In his opening speech, Associate Professor, Dr. Nguyen Ba Chien - Director of the Academy of Public Administration and Management emphasized that building a national innovation ecosystem is an urgent requirement, in which the State, enterprises, training institutions and society cooperate to create knowledge. In that system, the Ho Chi Minh National Academy of Politics is identified as the theoretical and political center of the country, while the Academy of Public Administration and Management has a dual mission: both training and fostering public administration capacity and being the center of innovation knowledge of the Vietnamese public sector, transforming theory into action capacity.

With the theme "Innovation towards national sustainable development in the new era", this year's Forum focuses on four major groups of topics: Vision and theory: The role of innovation in sustainable development, building a national innovation ecosystem; Policy action: Turning innovation vision into specific policies in the public sector; Human resources and system linkage: Connecting training institutions and local authorities to form innovation capacity; Innovation capacity and cooperation: The role of local authorities and training institutions in building national innovation capacity; System vision: Positioning training institutions such as the Ho Chi Minh National Academy of Politics and the Academy of Public Administration and Management to become national innovation knowledge centers, connecting academia with practice.

The discussion results of the Forum will be compiled into a policy recommendation report, serving research, teaching and policy making, contributing to concretizing the spirit of innovation in the direction of the Party and State.

Delegates said that promoting innovation, science and technology and digital transformation is an urgent requirement to realize the aspiration to develop a strong and prosperous country. The presence of a large number of domestic and international delegates, experts and scientists demonstrates the spirit of cooperation, connection and experience sharing among countries, organizations and research facilities, all aiming at the goal of improving the effectiveness of public administration, developing high-quality human resources, building a modern, honest and people-serving administration.
