According to Decision No. 508/QD-TTg dated April 23, 2022 of the Prime Minister on Approving the Strategy for Tax System Reform to 2030, the Government requires continuing to improve the tax policy system associated with restructuring the State budget revenue (NSNN) towards covering all revenue sources, expanding the revenue base, especially new revenue sources, in accordance with international practices... Towards a synchronous tax system with a sustainable structure, ensuring reasonable mobilization of resources for the State budget, contributing to creating a favorable investment and business environment; towards building a modern, streamlined, effective and efficient tax sector. Tax management is transparent and professional, promoting the application of IT, simplifying procedures and reducing costs for people, with 3 basic pillars in tax management.

The tax sector aims to build a synchronous tax system with a sustainable structure, ensuring the reasonable mobilization of resources for the state budget, contributing to creating a favorable investment and business environment.

Mr. Bui Quoc Khanh, Head of the Propaganda and Taxpayer Support Department, Provincial Tax Department said: “The focus of tax system reform is based on the electronic tax platform and three basic pillars: a complete, synchronous, modern, and integrated tax management institution; professional, honest, and innovative human resources; modern, integrated IT, meeting tax management requirements in the context of the digital economy . In particular, building a modern, streamlined tax sector that operates effectively and efficiently; unified, transparent, specialized, and professional tax, fee, and charge management according to the risk management method, promoting the application of IT, simplifying administrative procedures, and reducing costs for people and businesses”.

According to Mr. Khanh, the Provincial Tax Department has established a Steering Committee to implement the Tax System Reform Strategy to 2030. In particular, deploy and disseminate the content of the strategy and action program, plan in the tax sector, organized from May 9-31, 2023 by email to all tax officials.

In order to synchronously and effectively implement the specific tasks and solutions identified in the Tax System Reform Strategy, the Tax Department has advised the Provincial People's Committee to issue a Directive on the implementation of the Tax System Reform Strategy until 2030. The content of the Directive clearly states the tasks of the units in presiding over and coordinating the implementation. At the same time, speed up the digitization of records and results of handling administrative procedures in accordance with regulations, meeting the requirements of connecting and sharing data to serve the handling of administrative procedures and providing public services; guide and organize the implementation of digitization to all civil servants participating in the reception and handling of administrative procedures.

In particular, strictly implement the publicity and transparency in receiving and handling administrative procedures, ensuring that 100% of administrative procedures are announced, disclosed fully and on time. The processing status of administrative procedure files received and handled at agencies and units is monitored on the tax sector's electronic information portal, synchronized with the National Public Service Portal so that people and businesses can closely follow and evaluate the implementation process. Thereby, implementing solutions to improve service quality and satisfaction of people and businesses.

The successful implementation of the Tax System Reform Strategy to 2030 plays a very important role in mobilizing resources for the State budget in a sustainable manner, contributing to creating a favorable and fair business investment environment, encouraging investment, promoting competition, regulating income reasonably, in line with the integration and development process of the economy and international practices. However, in the current context, when the economy still faces many challenges, the implementation of the strategy requires a roadmap with steps suitable to reality./.
