Effectiveness of foreign non-governmental aid projects

With the mission of being the focal agency of the province in relations and mobilizing foreign non-governmental aid, in recent times, the Union of Friendship Organizations of Ninh Binh province has focused on establishing good relations with foreign partners; actively coordinating with agencies and units in the province to call for and mobilize foreign organizations and individuals to implement humanitarian assistance programs and projects in the province, thereby contributing to supporting the difficulties of disadvantaged people in the project area. Through mobilizing foreign non-governmental aid, the role and position of the Union of Friendship Organizations of the province has also been affirmed.

In the period of 2014-2022 alone, the Provincial Union of Friendship Organizations has mobilized over 6.5 million USD with 36 international and foreign non- governmental organizations to sponsor 28 programs/projects in the province; of which about 11 organizations have regular and stable partnerships. The aid programs and projects have been and are being implemented smoothly, meeting the set goals and requirements, contributing to improving the management and project implementation capacity of managers at the department level as well as improving the lives, eliminating hunger, reducing poverty, and supporting difficulties for vulnerable groups in society.

Typical examples are ActionAid International in Vietnam and the Program Support Fund, Vietnam Social Security Project implementing the Ninh Binh Province Development Support Program, period 2017-2021, SAP-VN Organization (USA) supporting orthopedic surgery for children with mobility disabilities, Four Paws International Organization (Germany) implementing the Project to Support Operational Costs of the Ninh Binh Bear Sanctuary; Help Age International (HAI) implementing the project "Supporting disadvantaged elderly people through replicating Intergenerational Self-Help Clubs in Vietnam implemented in Ninh Binh province", BasicNeeds Organization (UK) funding the project "Strengthening the capacity of the health system on community-based care to effectively manage depression in Ninh Binh province", the International Fund for Agricultural Development and the European Union funding through the Asian Farmers Association for Sustainable Development (AFA) for the project "Asia-Pacific Farmers Program"...

Mr. Dinh Ngoc Ha, Chairman of the Provincial Association of the Elderly, said: Ninh Binh is one of two provinces funded by the European Union to implement the Project on Promoting Health Care through Intergenerational Self-Help Clubs (SUNI-SEA 688 VIE 688 Project, Phase 2021-2022). Implementing the Project, Ninh Binh has 25 Intergenerational Self-Help Clubs supported in activities to raise awareness and knowledge in all aspects, especially implementing intervention solutions and preventing and controlling hypertension and diabetes in the community. Along with the Project's activities, up to now, Ninh Binh has coordinated to direct the establishment and effective maintenance of 96 Intergenerational Self-Help Clubs, with 5,770 members (of which 3,765 members are elderly) participating in activities according to the project model.

"The initial success of the Project has brought many benefits not only to the beneficiaries of the project but also through that, it has improved the management and project implementation capacity of the management staff at the grassroots level; increased the understanding of people in the project area about issues of personal health care; raised awareness of hygiene, environment, effective economic production, gradually escaped poverty and built awareness for people to rise up in life" - Mr. Dinh Ngoc Ha affirmed.

For doctors and nurses of the Provincial Mental Hospital and grassroots health workers, participating in the project "Strengthening the capacity of the health system on community-based care for effective depression management in the province" sponsored by BasicNeeds is an opportunity to improve the capacity to detect and support treatment, contributing to comprehensive care for people with depression, helping them confidently integrate into the community.

Effectiveness of foreign non-governmental aid projects
With the support of the non-governmental organization BasicNeeds, many commune-level health workers have been trained and improved their skills in managing depression.

Dr. Duong Thi Quynh Hoa, Director of the Provincial Mental Hospital, said: Since July 2022, the Provincial Mental Hospital has been sponsored by the non-governmental organization BasicNeeds (UK) for the project "Strengthening the capacity of the health system on community-based care for effective depression management in Ninh Binh province" in 5 communes of Hoa Lu district. To date, nearly 1,000 people have been approached and provided with knowledge about depression and support for depression treatment in the community; nearly 500 people at high risk have been referred to the Commune Health Station for disease screening; over 250 people with signs of moderate and mild depression have been detected, and 54 cases with signs of severe depression have been transferred for treatment at the Provincial Mental Hospital.

In addition, 5 depression treatment groups have been established in the community. After a period of project implementation, it has been shown that patients with severe depression, or those with signs of moderate and mild depression who have received timely support have had changes, gradually recovering their mental health. This is truly a good result, helping patients not have to go to medical facilities for treatment but still be able to control their illness well to participate in labor and production, contributing to minimizing the economic burden, bringing happiness to each family and peace to the village.

With the active and responsible participation of the Provincial Union of Friendship Organizations, programs and projects of foreign non-governmental organizations have been implemented in accordance with regulations and brought about multi-faceted benefits, mobilizing resources in terms of both material and knowledge, experience, technology, etc., serving the socio-economic development tasks of the province.

During the cooperation process, the Union has expanded its relations and created prestige and trust with organizations, contributing to improving the effectiveness of international cooperation, strengthening friendly relations, helping international friends understand more about the land and people of Ninh Binh, contributing to promoting people-to-people diplomacy. Also through activities, it creates opportunities for Ninh Binh people to further strengthen friendship with people of countries around the world.
