As a state management agency in the field of industry, trade and services, the Industry and Trade sector has been implementing solutions to improve the effectiveness of supporting businesses to contribute to improving the PCI index of the province. Along with that, the unit regularly reviews and proposes to amend, supplement, replace, abolish or cancel unnecessary and inappropriate administrative procedure (TTHC) regulations, simplifying regulations on business conditions. Coordinate with departments and branches to participate in dialogue conferences with investors inside and outside the province, thereby synthesizing reports, recommendations and proposals to the Provincial People's Committee to direct the resolution of contents under its management authority, in order to remove difficulties and obstacles.
Implementing the one-stop, one-stop mechanism, the Department of Industry and Trade arranges cadres and civil servants who meet professional requirements and have an enthusiastic service attitude at the Provincial Public Administration Service Center to create favorable conditions for individuals and organizations when performing administrative procedures; promoting the application of information technology in administrative modernization, developing e-government, digital government, applying information technology in handling administrative procedures, using digital signatures, digitizing documents, records, and procedure handling results. Thereby, deploying the provision of 100% of level 4 online public services in a number of areas under its jurisdiction. By the end of July 2023, the Department had received 13,891 dossiers, of which 13,699 dossiers were received online, accounting for 99%. At the same time, strengthen professional training, raise awareness of officials and civil servants about the legality and benefits of using electronic administrative procedure settlement results, in order to build a cultured and civilized working culture. In order to help businesses reach customers and promote products, expand consumption markets, create stable output for key agricultural products of the province. The Department of Industry and Trade guides businesses and business establishments to participate in operating e-commerce platforms with the domain name: sanphamninhthuan.vn and 62 establishments and businesses have participated with 257 products, of which 123/134 are OCOP products.

According to the assessment, in 2022, the score of the provincial business support policy index reached 5.52 points, an increase of 0.45 points and an increase of 13 ranks compared to 2021, ranking 48/63 provinces and cities in group 7/10 component indexes with increased scores and rankings. In particular, there are a number of indicators with strong increases in scores and rankings such as: The ratio of private and foreign service providers to the total number of service providers increased by 26% in score and increased by 30 ranks compared to 2021; procedures for exemption and reduction of market information consulting costs when using consulting services from the network of consultants of state agencies are easy to implement, increased by 28% in score and increased by 34 ranks compared to 2021; Procedures for exemption or reduction of costs for participating in training courses using the state budget on business start-up and business administration are easier to implement, increasing by 36% in score and 56 places compared to 2021; the rate of enterprises knowing about support programs for enterprises to take advantage of opportunities from FTAs increased by 31% in score and 51 places compared to 2021;...
Mr. Tran Quoc Sanh, Deputy Director of the Department of Industry and Trade, said: In recent times, the industry has made efforts to implement tasks and solutions, contributing to improving the effectiveness of supporting businesses to improve the PCI index of the province. However, the work of supporting businesses within the framework of the Law on Support for Small and Medium Enterprises has been promoted but not extensively, partly because the province's resources are limited, mainly prioritizing urgent projects; credit guarantee activities have many potential risks, some businesses are operating at a loss, unable to repay loan guarantees to commercial banks; the scale of businesses in the province is mainly small and medium enterprises, so they are easily affected. But the main reason is still the impact of the COVID-19 pandemic and the unstable situation between countries in the world, making business operations even more difficult.
In order to effectively support businesses and improve the business environment, in the coming time, the Department of Industry and Trade will focus on implementing many solutions, reviewing administrative procedures, and completing the 2023 Industry Task Plan. In particular, focusing on accelerating the timely completion of key tasks of the industry assigned by the Provincial People's Committee at the beginning of the year. Continue to review administrative procedures to reduce implementation time, contribute to improving the business environment, enhance competitiveness, promptly and fully resolve difficulties and problems of people and businesses, contributing to improving the PCI index of the province in the coming time.
