The Congress assessed that since its establishment, the Party cell has led the Department to comprehensively deploy all aspects of work, achieving good results, with many tasks excellently completed; focusing on the tasks of merging, dissolving, and finalizing the 2024 budget; proactively and effectively implementing the 2025 budget, reviewing, perfecting, and promulgating a complete system of regulations and rules on financial work.

The congress voted to approve the contents and programs.

Proactively carry out financial tasks for handover, merger, settlement and approval notification to affiliated units; coordinate and urge disbursement and settlement, manage investment capital and budget in accordance with regulations. Strictly comply with regulations on revenue and expenditure management of social insurance and health insurance funds and public asset management, especially ensuring the Party Congresses at all levels and the 50th Anniversary of the Liberation of the South and National Reunification. Leaders promote administrative reform, digital transformation of financial work effectively and qualitatively.
