Conference to review 1 year of removing "bottlenecks" in implementing Project 06

On June 10, Prime Minister Pham Minh Chinh chaired a conference to review 1 year of removing “bottlenecks” in the implementation of Project 06 and promote connection and data sharing to serve the development of e-commerce and improve the efficiency of tax management. Attending at the Ninh Thuan bridge were comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and leaders of departments, branches and localities.

After a year of implementing the Government's and the Prime Minister's directives on removing "bottlenecks" in implementing Project 06, ministries, branches and localities have a clearer understanding of the current state of infrastructure, human resources, data, security and safety, and the need to complete tasks. Many utilities from population data, citizen identification, and electronic identification have been provided, and people and society have benefited more and more. To date, 15/22 ministries, branches and localities have completed the publication of the list of administrative procedures (TTHC) under their management that are eligible to perform full-process online public services (DVCTT). The National Public Service Portal has provided 4,510 DVCTT, including 3,688 full-process online public services. The Ministry of Public Security has issued over 86 million chip-embedded citizen identification cards and received over 75.16 million electronic identification records, activating over 53.88 million accounts...

For Ninh Thuan province, implementing the Government's direction, in the past time, solutions have been deployed to improve the quality of handling administrative procedures at the One-Stop-Shop Departments at all levels, especially increasing the rate of online records for 53 public services under Project 06. Up to now, all public services with records have reached over 80% of records resolved through DVCTT. Information and propaganda work on Project 06/CP has been focused on and promoted with many diverse, appropriate and effective forms, contributing to raising awareness and creating consensus among cadres, civil servants, public employees, especially businesses and people in implementing Project 06. In 2023, the province completed 71 tasks of Project 06.

Concluding the conference, Prime Minister Pham Minh Chinh requested ministries, sectors, and localities to uphold their sense of responsibility, focus on thoroughly handling difficulties and problems, and promptly perfect institutions to serve the development of population data, connect, share data, and transform the country digitally. The Ministry of Public Security urgently completes the project to develop the Law on Personal Data Protection and the Data Law; promptly submit to the Government for promulgation a decree on electronic identification and authentication; study and amend legal documents on population management. Continue to promote simplification and restructuring of administrative procedures to improve the quantity and quality of public services provided to people; deploy the construction of a National Data Center, creating a premise for the development and exploitation of national databases and the formation of a digital identification information warehouse for citizens, applied in the implementation of administrative procedures. Promote digital transformation in tax management and synchronously implement solutions on electronic invoices, especially in the management of e-commerce activities. In particular, promote digitalization, enrich the databases of ministries, branches and localities; build and put into operation a shared database on e-commerce.
