National conference to deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term

On the morning of November 15, 2025, at the National Assembly House, General Secretary To Lam attended the National Conference to disseminate the Politburo's Directive and deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The Conference was organized by the National Election Council and chaired by Chairman of the National Assembly, Chairman of the National Election Council Tran Thanh Man.

The conference was connected online to bridge points in 34 provinces, cities and communes nationwide.

Attending the Conference on behalf of the Party, State, Vietnam Fatherland Front leaders and guests were Politburo members: President Luong Cuong; Permanent member of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Head of the Central Organizing Committee Le Minh. Also attending were Politburo members; Party Central Committee Secretary; Party Central Committee members; and leaders of a number of central departments, ministries and branches.

Attending were members of the Provincial Election Steering Committee, Provincial Election Committee; Standing Committee of the Provincial People's Council ; Leaders of the Provincial People's Committee ; Leaders of units, leaders of specialized departments and related experts: Provincial Party Committee's Organization Committee, Department of Home Affairs, Provincial Vietnam Fatherland Front Committee; Representatives of leaders and related experts: Provincial Party Committee's Inspection Committee, Provincial Party Committee's Propaganda and Mass Mobilization Committee, Provincial Party Committee's Internal Affairs Committee, Provincial Party Committee Office, Office of the National Assembly Delegation and Provincial People's Council, Provincial People's Committee Office.

Speaking at the opening of the Conference, National Assembly Chairman Tran Thanh Man, Chairman of the National Election Council, emphasized that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is a major political event of the country, taking place at a time of special significance. The entire Party, people and army are striving to compete to achieve achievements to welcome the 14th National Party Congress; the revolution of streamlining the organization of the political system, operating the two-level local government model, rearranging administrative boundaries, etc. opens up new development space, new driving force, which is a fundamental condition to maintain stability and development, to govern a modern country, promote rapid and sustainable growth, and better ensure the material and spiritual life of the people.

The Chairman of the National Election Council said that compared to previous terms, this election has many important new points such as: Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, setting the election date on March 15, 2026, about 2 months earlier than previous elections. Shortening the time in the steps of the election process: the time from the end of submitting candidacy dossiers to the election day is reduced from 70 days to 42 days; the timelines for consultation, announcement of candidate lists, handling of complaints and denunciations are also adjusted accordingly, ensuring consistency and suitability to reality. Adjusting the authority to determine voting areas and organizing election management according to the 2-level government model. Diversify election campaign methods, in addition to direct voter contact, allowing online organization or combining direct and online with conditions ensuring technical, information security and network security. In particular, there is a mechanism allowing the National Election Council to proactively adjust the time and guide election organizations when real-life situations arise, ensuring the progress and effectiveness of election organization.

The conference disseminated important contents including: Directive of the Politburo on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term ; guidance of the Central Organizing Committee on personnel work for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term ; Directive of the Prime Minister on organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term ; Procedures for steps of consultation, selection, introduction of candidates for National Assembly deputies, candidates for People's Council deputies and organization of conferences to collect voters' opinions; In addition, there are also instructions on professional work of organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term ; Plan of the National Election Council on implementing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term .

Concluding the Conference, General Secretary To Lam highly appreciated the proactive and serious spirit of the National Election Council and agencies and units in preparing content and documents for the election. The General Secretary emphasized that the system of guiding documents issued will be an important basis for all levels and sectors to thoroughly grasp and deploy tasks in accordance with the process, creating conditions for them to immediately get to work, making early and thorough preparations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

The General Secretary requested Party committees and authorities at all levels to continue to focus on implementing five key tasks well: ensuring the quality of personnel work; organizing democratic, open and transparent consultations; stepping up propaganda, creating an atmosphere of excitement and consensus among the people; ensuring political security, social order and safety, promptly handling arising situations; enhancing the application of information technology and improving the effectiveness of coordination between agencies in the political system. The General Secretary noted that there is not much time left from now until the election day, the workload is large and the requirements are high. Therefore, all levels and sectors need to act urgently with the highest sense of responsibility; clearly assigning people, tasks, and deadlines for completion; regularly checking, urging, and removing difficulties, ensuring the progress and quality of all aspects of election preparation work.

Confident in the determination and resoluteness of Party committees at all levels, the synchronous coordination of the political system and the active participation of nearly 100 million voters nationwide, General Secretary To Lam affirmed that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be successfully organized, truly becoming a festival of the entire nation; where the Party's will blends with the people's hearts, continuing to arouse the aspiration to build a strong and prosperous Vietnam, with a prosperous and happy people.
