On March 14, in Can Tho, the Ministry of Education and Training (MOET) held a conference to deploy science and technology activities in 2025. Deputy Minister Nguyen Van Phuc chaired the conference.

Promoting scientific and technological activities associated with human resource training
Speaking at the opening of the conference, Deputy Minister Nguyen Van Phuc said: In recent years, the Ministry of Education and Training has directed schools to promote international publications in prestigious scientific journals in the Web of Science/Scopus system. In particular, attention has been paid to implementing scientific and technological activities associated with training high-quality human resources.
The Deputy Minister emphasized that science and technology activities must develop in parallel with the training of high-quality human resources to serve the country. Science and technology research activities must produce clear results; such achievements contribute to strengthening the presence of Vietnamese science on the international stage, promoting international integration in higher education.

At the same time, scientific research and training strategies are core issues in the operations of each higher education institution. Therefore, the Deputy Minister hopes that delegates will focus on discussions, thereby proposing tasks, solutions, and contributions to the Ministry of Education and Training, and together exchange and share experiences at home and abroad, promoting better implementation of scientific and technological activities in the coming time.
Reporting on science and technology activities in 2024 and orientations for 2025, Dr. Vu Thanh Binh, Deputy Director of the Department of Science, Technology and Information, Ministry of Education and Training, said: In 2024, science and technology activities of units under the Ministry of Education and Training have achieved certain changes in enhancing science and technology potential; especially science and technology human resources have achieved clear developments in the ratio of PhDs/total number of lecturers. All science and technology organizations participate in and carry out science and technology activities serving the development of education and training, making certain contributions to the cause of socio-economic development, industrialization and modernization of the country.

The number of international scientific publications, domestic publications, inventions and other intellectual properties has increased gradually over the years; a number of topics and tasks have made important and practical contributions to the socio-economic development of the country and localities.
According to statistics on the potential of affiliated units, in 2024, lecturers and staff published 9,249 articles in prestigious domestic scientific journals. The quality of publications is increasingly improved, demonstrating the interest of units in promoting research activities - publishing - disseminating scientific research results.
The number of scientific publications in Q1 and Q2 in journals in the Web of Science (WoS) category in 2024 is 2,258 articles; the number of scientific publications in journals in the Scopus database in 2024 is 3,202 articles; scientific publications in other international journals: 730 publications in scientific journals in the ACI database, 1,450 other international publications.
By the end of 2024, most journals belonging to higher education institutions under the ministry will meet the requirements on quality, management and scientific criteria of a scientific journal.

Concluding the conference, Deputy Minister Nguyen Van Phuc emphasized: The conference on implementing science and technology activities in 2025 took place in a special context, when the Ministry of Education and Training has issued many documents on implementing science and technology activities. This is a great opportunity for higher education institutions to make efforts to innovate and create science and technology, aiming to improve the quality of higher education.

“Higher education institutions need to immediately start organizing and implementing the Party and State’s policies and guidelines on science and technology development. From there, review strategic orientations, science and technology development, innovation, and digital transformation in education to make timely adjustments and apply them to practice,” the Deputy Minister requested.
The Deputy Minister also noted that higher education institutions need to strengthen domestic and international training cooperation, transfer advanced science and technology applications between countries to apply to local educational practices. In particular, schools need to prioritize training human resources to serve the current 4.0 digital economy in the following sectors: transportation, electricity, semiconductor technology, AI, etc. It is necessary to strengthen internal inspection and supervision in the use of resources and facilities, use them reasonably and effectively, and avoid waste.
