- On the afternoon of April 28, the Ministry of Industry and Trade held a conference to announce the Prime Minister's Decision approving the adjustment of the national power development plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII). The conference was held online from the Ministry of Industry and Trade's headquarters to the provinces and cities across the country. Minister of Industry and Trade Nguyen Hong Dien chaired the conference.
Attending the conference at the headquarters of the Ministry of Industry and Trade were leaders of a number of central ministries, departments, and branches, a number of organizations, associations, energy corporations, and representatives of media agencies.
Attending the conference at Lang Son province were comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments and branches of the province.
At the conference, the leaders of the Ministry of Industry and Trade announced Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister approving the adjustment of the VIII Power Plan. At the same time, they briefly introduced an overview of the contents of the VIII Power Plan (adjusted).
According to Decision 768, the general goal of the Power Plan VIII (adjusted) is to firmly ensure national energy security, meet the requirements of socio-economic development and industrialization and modernization of the country; successfully implement equitable energy transition associated with production modernization, build smart grids, manage advanced power systems, in line with the world's green transformation trend, reduce emissions, and develop science and technology; form a comprehensive energy industry ecosystem based on renewable energy and new energy.
The specific goal of Power Plan VIII (adjusted) is to ensure sufficient supply of domestic electricity demand, meeting socio-economic development goals with an average GDP growth rate of about 10%/year in the period 2026 - 2030, about 7.5%/year in the period 2031-2050.
Of which, commercial electricity in 2030 will reach about 500.4 - 557.8 billion kWh; the target for 2050 is about 1,360.1 - 1,511.1 billion kWh; the maximum capacity in 2030 is from 89,655 - 99,934 MW; in 2050 from 205,732 - 288,570 MW; strongly develop renewable energy sources (excluding hydropower) to serve electricity production, reaching a rate of about 28 - 36% in 2030 and aiming for a renewable energy rate of up to 74 - 75% by 2050; in 2030, control greenhouse gas emissions from electricity production to reach 197 - 198 million tons and about 27 million tons by 2050; By 2035, strive to achieve an electricity export capacity of 5,000 - 10,000 MW and possibly higher;...
For Lang Son province, according to Power Plan VIII (adjusted), Lang Son province is allocated power source capacity according to power source types with a total capacity of 2,378 MW. (thermal power 110MW/1 project; hydropower 117MW/9 projects; onshore wind power 1,444MW/22 projects; biomass power 50MW/2 projects; waste power 11MW/1 project; potential rooftop solar power 546MW, concentrated solar power 100MW), allocated an increase compared to Decision 262 on the Plan to implement Power Plan VIII of 689 MW (Decision No. 262/QD-TTg dated April 1, 2024, Lang Son has been allocated the capacity of power sources according to the types of power sources with a total capacity of 1,689 MW).

Speaking at the conference, the Minister of Industry and Trade stated that the adjustment of the Power Plan VIII is identified by the Government and the Prime Minister as a particularly important national sectoral planning in the national sectoral planning system. The adjustment of the Power Plan VIII will contribute to ensuring adequate electricity supply in the upcoming accelerated development period.
Regarding the tasks in the coming time, the Minister of Industry and Trade proposed: Localities should urgently direct the review and update of power grid sources identified in Decision 768 into local planning and related planning so that power source and grid projects in the approved list have a basis for implementation; strictly control the progress of project implementation. Proactively propose to replace slow-progressing and slow-implementing projects with more feasible projects.
Central ministries and branches coordinate with the Ministry of Industry and Trade to continue researching, reviewing, amending and supplementing legal regulations related to the electricity sector.
Central ministries, branches, media agencies and localities strengthen communication and widely disseminate the core contents of the adjusted Power Plan VIII to Party committees, authorities at all levels, businesses and people at all levels to create social consensus and unification of vision and development orientation.
The Minister of Industry and Trade emphasized: Central ministries, branches and localities continue to implement solutions to develop renewable energy sources, new energy, encourage domestic investors to invest in the energy industry, manufacture electrical equipment to enhance autonomy in investment in the electrical sector, thereby helping to reduce electricity costs.
