Conference on state management and organization of social associations and funds

On the morning of November 6, the Ministry of Home Affairs held a national conference on state management and the organization and operation of associations, social funds and charity funds. The conference was attended by a large number of experts, managers and leaders of associations and funds.

Over the past years, with the close leadership of the Party and the management of the State, the organization and operation of associations, social funds and charity funds have achieved many positive changes. By the end of 2024, the country had 70,096 associations and 3,081 funds, of which 609 associations and 101 funds operated nationwide or inter-provincially.

Deputy Minister of Home Affairs Vu Chien Thang said that after implementing the 2-level local government model, the administrative apparatus in localities has been basically streamlined, reducing intermediate levels, eliminating overlapping and duplicate administrative procedures. The process of arranging administrative boundaries and reorganizing the state apparatus helps the apparatus operate stably, with the right people for the right jobs, saving costs and improving management effectiveness.

To date, 146,836 people nationwide who have resigned after the restructuring have received policy and regime payments according to Decree No. 178/2024/ND-CP. The Ministry of Home Affairs is continuing to rebuild the staffing standards for the 2026-2031 period, aiming to reduce the staffing level by another 15%, while promoting the application of science and technology and digital transformation in administrative activities.

Along with the development of the country, the number of associations and funds has increased rapidly. In general, associations and funds have actively promoted their important role, their basic activities have complied with the law, promoted the role of solidarity, gathering people, and participating in the implementation of socio-economic , humanitarian, and charitable tasks. In particular, associations assigned to criticize and advise on policies have clearly demonstrated their capacity, and have been trusted and "ordered" by ministries, branches, and localities in their professional work.

However, in addition to the achievements, the Deputy Minister of Home Affairs also pointed out limitations such as some associations and funds operating ineffectively, even with violations, lax financial management, or internal disunity, weak work in attracting and gathering members. The establishment of press agencies and affiliated legal entities is not in accordance with regulations, leading to commercialization, wrong principles and purposes of operation.

That reality requires innovation in thinking, management methods, institutional improvement, content and operation methods of associations and funds, in accordance with legal regulations and charters, especially in the context of restructuring the apparatus and implementing the current 2-level local government model.

According to Deputy Minister Vu Chien Thang, the Ministry of Home Affairs has deployed a national database on associations and funds, but the rate of information updates of organizations is still low. Many associations are still managed manually, lack storage systems, and lack digital tools for operations, making it difficult to monitor, make statistics, and support association activities. Continuing to improve the database system on associations and funds to ensure correctness, sufficiency, cleanliness, and living standards, as one of 117 national and specialized databases prioritized by the Government to deploy according to Resolution 71/NQ-CP, is important in transforming the management model and implementing online public services.

He suggested that associations and funds review and update their internal regulations and rules in accordance with the two-level local government model, ensuring that their operations comply with the law and their principles and purposes. Innovate their methods of operation, encourage creative thinking, enhance autonomy, voluntariness, and self-responsibility. Pay attention to internal security work and select reputable, capable, and dedicated personnel, avoiding formal appointments. The Executive Board needs to improve its management and operational capacity, proactively resolve conflicts, and not shift responsibility to state management agencies.

“Strengthening the management of press agencies and affiliated legal entities, ensuring that operations are in accordance with their principles and purposes, and avoiding 'newspaperization of magazines' and financial violations,” Deputy Minister Vu Chien Thang stated. At the same time, he said that the Ministry of Home Affairs will continue to improve institutions, amend decrees on the organization and management of associations, social funds, and charity funds, promote digital transformation, build a unified national database, and strengthen supervision of the reception of aid and sponsorship in accordance with the law.

At the Conference, delegates discussed professional contents in state management of associations, social funds, and charity funds; shared experiences, exchanged practices, and discussed difficulties and obstacles in the process of organizing, operating, and managing associations and funds; proposed practical solutions to contribute to improving the effectiveness and efficiency of state management and promoting the role of associations and funds in the country's socio-economic development. Key contents that many delegates were interested in discussing included: shortcomings in implementing new regulations, especially on the 2-level government model, digital transformation, and autonomy; institutional improvement, financial transparency, and application of digital technology in management; coordination and information sharing between management agencies and associations and funds, ensuring legal, effective, and purposeful operations...
