More than 12,300 business owners have paid compulsory social insurance.

Expanding the scope of compulsory social insurance participation to business owners of registered business households is a new policy being implemented for the first time.

Therefore, in order for business owners to clearly understand the regulations, agree and proactively participate in compulsory social insurance, right from the preparation stage until the Social Insurance Law 2024 officially takes effect, the entire Vietnam Social Insurance system has implemented many synchronous solutions, such as: Promoting widespread propaganda so that business owners clearly understand their rights, responsibilities to pay social insurance and related sanctions; issuing documents directing and guiding provincial Social Insurance agencies to prepare data and statistics on information of business owners subject to compulsory social insurance in the area; organizing conferences, sending notices, or sending officials directly to business households to urge and guide them in preparing registration documents to participate in social insurance.

At the same time, the Social Insurance agency also seeks the support of local authorities and closely coordinates with relevant departments and branches in reviewing, mobilizing, and bringing business owners to participate in compulsory social insurance according to regulations.

With the efforts and initiative of the entire Vietnam Social Security system, up to now, the whole country has more than 12,300 people who are business owners of registered business households paying taxes according to the declaration method, participating in compulsory social insurance. The average national salary for compulsory social insurance of household owners is about 3.5 million VND/month.

Some localities have a large number of households participating in compulsory social insurance such as: Ho Chi Minh City (over 1,960 people); Hanoi (over 1,160 people); Vinh Long (over 780 people), Hai Phong (over 720 people); Dong Nai (over 750 people); Thai Nguyen, Lam Dong (nearly 600 people) ...

Through the review, it is shown that, in addition to the cases of paying social insurance as business owners, there are a large number of business owners who have been participating in compulsory social insurance along with employees at enterprises and organizations (these people are both household owners and employees under labor contracts with enterprises, etc.). There are also cases of business owners who are receiving monthly pensions and social insurance benefits, so they are not subject to compulsory social insurance participation according to regulations.

According to regulations, business owners must pay compulsory social insurance and health insurance at a rate of 29.5% on the monthly salary chosen by the owner as the basis for payment, but not lower than the reference level (currently equal to the basic salary) and not higher than 20 times the reference level. The 29.5% rate includes: 22% paid to the pension and death fund; 3% to the sickness and maternity fund; 4.5% to the health insurance fund.

Thus, with the current reference level, the current contribution level of business owners is as follows:

Lowest contribution level: 29.5% × 2,340,000 = 690,300 VND/month;

Highest contribution level (20 times the reference level): 29.5% × 20 × 2,340,000 = 13,806,000 VND/month.
