
Accordingly, Circular No. 26/2014/TT-BCT dated August 28, 2014 of the Minister of Industry and Trade regulating the organization of voting for typical rural industrial products, effective from October 21, 2014, is amended and supplemented by:
Circular No. 14/2018/TT-BCT dated June 28, 2018 of the Minister of Industry and Trade amending and supplementing a number of articles of Circular No. 26/2014/TTBCT dated August 28, 2014 of the Minister of Industry and Trade regulating the organization of voting for typical rural industrial products, effective from August 16, 2018.
Circular No. 38/2025/TT-BCT dated June 19, 2025 of the Minister of Industry and Trade amending and supplementing a number of regulations on decentralization of administrative procedure implementation in fields under the management of the Ministry of Industry and Trade, effective from July 1, 2025.
Accordingly, Circular No. 38/2025/TT-BCT was issued to discover and honor quality products with high usage value, potential for production development, market expansion, and meeting domestic and foreign consumer tastes in order to have plans to support production development and trade promotion, contributing to promoting rural industrial development.
The Circular also stipulates 4 voting levels, including: Commune level is the voting level carried out within the commune, ward, and special zone, chaired by the People's Committee at the commune level, in coordination with relevant units.
Provincial level is the voting level carried out within the province or centrally-run city; chaired by the People's Committee of the province or centrally-run city (hereinafter referred to as the Provincial People's Committee), in coordination with relevant units.
Regional level is the voting level carried out within each region, chaired by the Department of Innovation, Green Transformation and Industrial Promotion - Ministry of Industry and Trade, in coordination with relevant units.
The national level is the voting level conducted nationwide, chaired by the Ministry of Industry and Trade, in coordination with relevant units.
Products participating in the voting are evaluated based on the following criteria: Market response and production development capability; economic - technical - social and environmental criteria; cultural and aesthetic criteria; other criteria.
In addition, the circular also specifically regulates the voting council and jury; registration documents for voting; organization of voting and issuance of certificates; rights and responsibilities of rural industrial establishments whose products are granted certificates; implementation organization and enforcement provisions.
