Meeting to remove difficulties and obstacles in implementing Project 666

On October 2, Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee chaired a meeting on removing difficulties and obstacles in implementing the Project "Stabilizing population and developing socio- economy in the resettlement area of Son La hydropower plant" (Project 666).

Attending the meeting were comrade Le Hong Minh, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches and some districts and cities in the project beneficiary area.

Based on the results of reviewing, adjusting and supplementing Project 666 in Son La province, by August 31, 2024, investors had reviewed and implemented 427 projects, with a total investment of over VND 2,088 billion (a decrease of 16 projects and a decrease of VND 37 billion compared to the approved Project). The total investment capital demand to implement production support contents is over VND 1,025/2,109 billion (a decrease of over VND 1,084 billion compared to the capital allocated for the project); the districts and cities reviewed that there were 347 households in 22 resettlement areas and points that have not had conditions to stabilize their lives, develop production and have unstable housing foundations located in areas at risk of landslides, rolling rocks, flash floods, etc.,

The current difficulties in implementing Project 666 are balancing investment capital for upgrading, repairing, and building new infrastructure; some types of production development support are no longer suitable for the reality and needs of the people; production support work is facing difficulties due to the lack of clear distinction of career capital sources for implementation; there is no guidance on management and use of approved funds for other costs to implement the project and there are difficulties in balancing funds for human resources to manage the project...

Comrade Hoang Quoc Khanh requested districts and cities to clarify issues arising during the implementation of the project in the locality, and plans to adjust the increase or decrease of investment capital for specific items. The project management unit needs to propose plans to resolve difficulties and obstacles related to adjusting capital allocated to localities, capital to implement projects to ensure reasonableness, suitability to practical needs and compliance with legal regulations.
