Hue issues urgent dispatch to respond to floods and storm KALMAEGI

To proactively and be ready to respond to the combination of natural disasters such as extremely heavy rain, floods, widespread inundation, landslides, landslides and storms early and from afar, without being passive or surprised, the Chairman of the People's Committee of Hue City requested departments, branches, sectors and localities to proactively organize close monitoring of forecasts, warnings and developments of rain, floods, landslides and strong winds at sea; promptly direct and deploy response measures according to the "four on-the-spot" motto, within the scope of assigned tasks and authority, without being passive or surprised, minimizing damage to people and property of the people and the State.

The People's Committees of communes and wards shall intensify propaganda and instruct people to proactively respond to prolonged storms and floods; proactively stock up on food, drinking water, essential items and spare batteries; prepare evacuation plans, ensure family safety...; direct security forces at traffic routes that are at risk of flooding, flash floods, and landslides; strictly prohibit people from going into the forest during floods...

At the same time, local authorities need to provide free medical treatment to the injured; arrange temporary accommodation for households that have lost their homes; absolutely do not let people go hungry, cold, or have no place to live...

The City Border Guard Command coordinates with units to absolutely not allow boats to go out to sea, and calls on boats still operating at sea to enter safe anchorages.

The City Military Command and the City Police directed forces stationed in the area to review response plans, proactively organize and deploy forces and vehicles to be ready to support localities in responding to storms, floods, evacuating people, and rescuing victims.

The Department of Agriculture and Environment directs and urges localities to deploy work to ensure the safety of reservoirs and irrigation dams, especially key reservoirs and dams, to prevent unexpected incidents; to inspect and review plans to ensure the safety of aquaculture ponds, cages and livestock facilities.

The Department of Science and Technology directed the Smart City Monitoring and Operation Center to increase the application of the Hue-S platform, the 19001075 switchboard and the smart broadcasting system; at the same time, directed telecommunications units and enterprises (VNPT, Viettel...) to deploy plans to ensure smooth communication, serving the direction and command of natural disaster prevention and control and search and rescue.

The Department of Education and Training and Hue University directed schools and educational and training establishments in the city to inspect and reinforce facilities and teaching equipment, proactively respond to situations that arise; arrange appropriate school schedules, and ensure absolute safety for students and teachers when natural disasters occur.

The Department of Health organizes a full reserve of medicines, environmental treatment chemicals, equipment, vehicles, and emergency tools. The Department of Construction ensures the safety of traffic and construction infrastructure works in case of natural disasters... Hue Electricity Company directs the work of power grid safety in the area; strengthens propaganda for people to prevent possible electrical injuries...

It is forecasted that from November 3 to November 6, Hue city will continue to have heavy rain, some places will have very heavy rain; total rainfall in the plains will generally be 150 - 300mm, some places will be over 400mm; in the mountainous and midland areas, it will generally be 200 - 400mm, some places will be over 600mm.

At 12 noon on November 3, the water level on the Bo River at Phu Oc, Hue City rose to 5.28m, 0.78m above alert level 3; 0.01m above the historical flood level on October 29; the water level on the Huong River at Kim Long was 4.43m, 0.93m above alert level 3.
