The Ministry of Education and Training sent an official dispatch to higher education institutions on the implementation of the Project on training human resources to serve high-tech development in the 2025-2035 period, with a vision to 2045, according to Decision No. 1002/QD-TTg dated May 24, 2025 of the Prime Minister.
Accordingly, the Ministry of Education and Training requests that higher education institutions develop specific implementation plans, in accordance with the goals, development orientation, training and research capacity to implement the above Project.
Innovation in STEM training programs
In this dispatch, the Ministry of Education and Training requires higher education institutions to review and innovate training programs in science , technology, engineering and mathematics (STEM) to meet program standards, practical requirements and access international standards; encourage the application of a convergent education model, focusing on practical capacity and interdisciplinary approach, especially postgraduate training programs in digital technology, artificial intelligence and biotechnology.
Innovate and diversify training organization methods for STEM majors, apply digital training, artificial intelligence and open education models linked with businesses and research institutes to form artificial intelligence systems and virtual spaces.
Strengthening the development of high-quality STEM training programs through cooperation with prestigious higher education institutions in the world, implementing joint training models, especially at postgraduate levels.
Apply modern training methods and advanced technology
Higher education institutions, based on their capacity and strengths in research and training, plan and organize enrollment and training of talented engineers and masters from 2025 to 2035, invite good lecturers to participate, apply modern training methods and advanced technology, and ensure the goals set in each stage.
In particular, the Ministry of Education and Training requires unifying the admission method for all training programs for talented engineers and masters; admission method for doctoral training according to each major and group of majors; developing regulations for coordinating training organization; inviting good lecturers and experienced experts to guide and support learners; thoroughly applying modern training methods and advanced educational technology, suitable for talented students and trainees, enhancing practical experience.
The Ministry of Education and Training also noted that higher education institutions need to closely link the training process with scientific research and technological innovation, incubate and develop strong research groups, especially interdisciplinary and inter-school research groups.
Attracting and retaining good faculty
Higher education institutions need to closely link training of high-quality human resources with attracting and employing people with PhD degrees in STEM fields working abroad; prioritize recruiting and sending lecturers to study for PhD degrees in STEM fields at prestigious higher education institutions around the world.
Prioritize the assignment of scientific research tasks in strategic technology fields to lecturers of training programs for talented engineers, masters, and postgraduates in basic science and key engineering fields; have policies to encourage cooperation in training masters and doctors in STEM fields associated with scientific research and technology development between higher education institutions and enterprises according to the ordering mechanism based on output results.
Develop and implement policies to attract and maintain a stable team of excellent lecturers, while applying long-term support policies on working, living and research conditions, especially for young lecturers with potential.
Upgrading laboratory systems; expanding international cooperation
The Ministry of Education and Training recommends that higher education institutions prioritize investment in upgrading laboratory systems, technology and learning materials to serve high-tech training and research; strengthen cooperation between higher education institutions; mobilize financial support and scholarships from businesses, creating conditions for learners to practice and intern at businesses.
In addition, higher education institutions need to strengthen and expand international relations with higher education institutions in countries and economies with high levels of development in science and technology; with large technology corporations and international organizations to exchange experiences and cooperate in human resource training associated with high-tech research and development.
Building excellent training and research centers in high-tech and strategic technology fields under the public-private partnership model, with the participation of large technology corporations, human resource enterprises and companies providing specialized technology training services.
Previously, on May 24, 2025, the Prime Minister issued Decision No. 1002/QD-TTg approving the Project on training human resources to serve high-tech development in the 2025-2035 period, with a vision to 2045.
The project aims to prepare STEM human resources with high professional and technical qualifications to meet the needs of expanding investment in developing high-tech fields, focusing on a team of talented human resources capable of participating deeply in the research and development of strategic technologies and prioritized high technologies; creating a national competitive advantage in attracting investment from large technology corporations in the world, contributing to the economic restructuring and sustainable development of the country in the new era based on science, technology and innovation, digital transformation and green transformation.
