
Ho Chi Minh City is seeing a large inflow of capital into the high-tech sector, with a particular focus on artificial intelligence infrastructure, data centers, semiconductors and digital economic platforms. This trend is seen as an important step forward, strengthening the city’s position as a center of innovation and technology in the region.
According to the Department of Science and Technology of Ho Chi Minh City, many strategic projects have been and are being implemented, typically the 140MW data center of Viettel, the 250 million USD project of CMC , and the proposal of a super data center worth about 2 billion USD from the consortium of G42 (UAE), Microsoft, FPT and VinaCapital to serve the development of large-scale artificial intelligence.
The city is also expanding cooperation with many of the world's leading technology corporations. Within the framework of cooperation with AMD, a human resource training program and the construction of a semiconductor R&D center are being implemented. NVIDIA is promoting the construction of an AI laboratory; SAP Labs is investing 150 million EUR in a digital technology center, contributing to the formation of an on-site research - production - application ecosystem.
Regarding data infrastructure, Ho Chi Minh City and Evolution Data Centres Group signed an agreement to develop a Hyperscale Data Center Campus with a total estimated capital of 500 million USD in the High-Tech Park. At the same time, the city and Intel signed a memorandum of understanding to support chip packaging and testing equipment for research and training, thereby improving infrastructure capacity and the quality of high-tech human resources.

The financial space for innovation was also expanded when the Ho Chi Minh City Department of Finance signed a cooperation agreement with Nasdaq (USA), creating a platform to attract international capital for technology enterprises and promoting the city's positioning as a regional financial center.
Data compiled from relevant agencies shows that budget expenditure for science, technology and innovation in 2025 is expected to reach 1.51% of total budget expenditure; the science and technology sector alone in the first 9 months of the year attracted nearly 1.8 billion USD of FDI capital, accounting for about 40% of the city. Total factor productivity (TFP) contributes about 59% to GRDP growth, of which science and technology accounts for 74%.
With a system of High-Tech Parks, High-Tech Agricultural Parks, more than 10 data centers, nearly 200 enterprises and more than 500 science and technology organizations, Ho Chi Minh City is possessing the foundation to lead the country in developing a knowledge economy. The city's digital finance sector ranked 30th in the world in Blockchain, demonstrating its appeal on the global technology map.
These movements show that Ho Chi Minh City is creating a long-term foundation for a high-tech economy, identifying science, technology and innovation as new growth pillars, promoting a “double breakthrough” in production capacity, human resource quality and international competitiveness.
