Towards a modern and transparent administration

For Quang Tri province, digital transformation (DTS) in the public administration sector is becoming a breakthrough. The application of digital technology not only helps simplify procedures, reduce costs and time for people and businesses, but also contributes to improving the efficiency of state management, enhancing transparency, publicity and promoting socio-economic development.

In recent times, the province has made great efforts in implementing digital transformation, especially in the field of public administration. As a specialized agency under the Provincial People's Committee, the Department of Home Affairs has strengthened its leadership and direction in implementing resolutions, decisions, and plans of the central government, the province, and the department on digital transformation. Strengthening propaganda, dissemination, and learning to raise awareness of civil servants, public employees, and workers about the necessity and urgency of digital transformation.

Along with that, the department also focuses on propaganda and guidance on the use of applications and public services of the province; providing 100% of administrative procedures under the management of the department on the provincial public service portal, the department's electronic information page and publicly posting the full set of administrative procedures of the department at the Provincial Public Administration Service Center.

All administrative procedures of the department are specifically digitized according to the process and procedures on the provincial electronic one-stop software system. The Department of Home Affairs has digitized administrative procedure records when receiving input and output results for 100% of administrative procedures, thereby contributing to ensuring that organizations and individuals do not have to re-provide digitized information.

The sending and receiving of electronic documents between state administrative agencies is implemented in accordance with the regulations and instructions of all levels. Currently, 100% of the department's incoming and outgoing documents are managed through the software "Document Management System for Work Records" (except for confidential documents) and digital signatures are deployed.

In addition, the Department of Home Affairs has contributed to the development of the digital economy and digital society by directing civil servants and employees to strengthen advocacy and propaganda work with families and residential communities; improving the quality of emulation and reward work for businesses and people.

Right from the first years of implementing the national digital transformation program, Quang Tri has clearly identified the key role of digital government in creating a modern, transparent and service-oriented administration. The Provincial Party Committee and Provincial People's Committee have issued many specific resolutions and action plans.

With the participation of all levels, sectors, localities, businesses and people, digital transformation in the province has achieved initial results, gradually shifting awareness from the real environment to the digital environment. Information technology infrastructure and digital platforms have received investment attention, increasingly meeting the needs of digital transformation. Online public services have been deployed more and more widely, and community digital technology teams have initially shown their effectiveness.

Up to now, 100% of administrative procedures that meet the legal requirements are provided in the form of full-process online public services; 100% of periodic reports and statistical reports on socio-economic indicators of the province are made on the Government reporting information system; 30% of provincial departments, branches and sectors have shared information systems and databases connected through the province's shared data integration and sharing platform.

Along with that, many specialized databases of the province have been and are being integrated with databases of central ministries and branches such as medical database, education database, price database, investment licensing database, driver's license database, database on civil servants, agricultural database, tourism database, database on labor, war invalids and social affairs, land database... The databases are integrated and interconnected with the province's Intelligent Operation Monitoring Center (IOC).

A number of digital platforms have been deployed, maintained and used in the province such as: the province's common data integration and sharing platform; data synthesis and analysis platform; online meeting platform; citizen identification and electronic authentication platform; vaccination management platform and electronic health record platform...

Regarding digital human resources, in 2024 alone, the Provincial People's Committee will allocate funds to organize 19 training courses on digital transformation for provincial officials. At the same time, coordinate with the Ministry of Information and Communications to deploy the dissemination of basic and advanced digital skills for provincial officials on a mass open online platform.

With the motto of taking people and businesses as the center of service, the province pays special attention to improving the quality of public services and user experience. The provincial electronic information portal and the provincial administrative procedure settlement information system have been connected to the national monitoring center for digital government and have converted to IPv6 technology; the monitoring code is attached to the monitoring system, measuring the level of provision and use of digital government services (EMC System). In addition to the electronic information portal and online public service portal, the province has established a zalo channel to provide information and online public services to people and businesses.

Up to now, 100% of departments, branches and localities have electronic information portals providing information to serve people and businesses; 100% of legal documents, more than 90% of directive and administrative documents of the province are updated on the province's electronic information portal; ensuring a smooth system of direction, administration and information exchange from the Provincial People's Committee to agencies, units and localities...

The province has 829 digital technology enterprises, with 100% of enterprises in the province deploying electronic invoice platforms. To date, 100% of public hospitals and medical facilities; 100% of schools and educational institutions in the province have fully met the conditions and accepted cashless payments for medical services, tuition fees, etc. Payment of fees and charges for administrative procedures has also been implemented on the national public service portal.

Digital transformation in the public administration sector is not only a technological revolution but also a transformation in the service mindset and actions of governments at all levels. With high political determination, the synchronous participation of the entire system and the support of the people, Quang Tri province is gradually affirming its position as a leading locality in building a digital administration, the foundation for creating an honest, serving and developing government.
