Cam Lo district will review the budget to fully pay regional allowances for cadres and teachers in disadvantaged communes.

To supplement the budget for implementing the regional allowance regime for cadres, civil servants and public employees working in communes in regions I and II in the area from 2014 to 2023, Cam Lo district has sent many documents to the Provincial People's Committee and the Department of Finance requesting to arrange funds to fully pay allowances to the subjects with an amount of nearly 7.3 billion VND. Of which, more than 5.9 billion VND will be paid to schools and more than 1.3 billion VND to communes.

Accordingly, on April 17, the Department of Finance responded in writing to the People's Committee of Cam Lo district that the budget for policies related to salaries and social security is implemented according to the State Budget Law and current guiding documents. Every year, based on the budget estimates of districts, cities and towns, the Department of Finance has advised the Provincial People's Committee to arrange in the yearly budget for localities to fully implement policies related to people; appraise and submit to the Provincial People's Committee to supplement in the year in cases where localities have insufficient needs and report to the Ministry of Finance for budget settlement according to regulations.

Therefore, the Department of Finance is not responsible for the locality's insufficient summarization of the payment of the district's missing regional allowances from 2014 to 2023. The Department of Finance requests that the locality review and use the district's reasonable resources to ensure payment of regional allowances to the missing subjects. In case after using up all resources but still not meeting the needs, the People's Committee of Cam Lo district shall report to the Provincial People's Committee through the Department of Finance for consideration and support of the missing funds.

Talking to reporters of Quang Tri Newspaper, Head of the Finance - Planning Department of Cam Lo district Le Anh Chuong informed that, implementing the proposal of the Department of Finance, the department will advise the District People's Committee to review sources of increased local budget revenue in 2024, budget savings in 2024 transferred to 2025, budget reserves in 2025, and other legal financial sources to fully pay regional allowances for cadres, civil servants and public employees working in Cam Tuyen, Cam Chinh, Cam Nghia, Cam Thanh and Cam Thuy communes from 2014 to 2023. In the immediate future, the unit will request these localities to fully count the number of beneficiaries and specific allowances as soon as possible to implement payment of the regime according to regulations.

Regarding the issue, previously, Quang Tri Newspaper published an article "Need to pay regional allowances soon for cadres and teachers in disadvantaged communes" reflecting hundreds of subjects who are civil servants and education officials in Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen and Cam Thuy communes who are eligible for regional allowances according to regulations since 2005. However, from 2014 to 2023, due to changes in the allowance coefficient according to decisions of the Ethnic Committee and the Prime Minister, some of the above communes have had their allowance coefficients reduced or adjusted.

By 2021, according to Decision No. 861/QD-TTg of the Prime Minister, Cam Lo district will no longer have a commune eligible for regional allowances. However, according to Official Dispatch No. 1719 of the Department of Home Affairs in December 2023, the regulations on regional allowances are not affected by Decision 861. This means that the above subjects will still receive allowances according to the old regulations.
