Raising public awareness and responsibility regarding the reorganization of administrative units.
In Quynh Long commune, 5,400 voters from 2,300 households will participate in the voting process to gather opinions on the merger of the two administrative units, Quynh Long and Quynh Thuan communes. Mr. Ho Nhat Anh, Secretary of the Party Committee of Quynh Long commune, stated: To ensure the success of this event, the Party Committee and the political system of Quynh Long commune have intensified propaganda and mobilization efforts to create high consensus and unity among the people regarding the commune merger. Large propaganda posters were displayed along main roads and at eight polling stations located in eight village cultural centers. This helped raise public awareness and responsibility, and to better understand the purpose, significance, and importance of participating in the voting process to provide feedback on the reorganization of administrative units.
Quynh Long commune has established 8 voter consultation teams in 8 villages, with 128 members, including Party branch secretaries, village heads, heads of departments and organizations, and a number of Party members and exemplary citizens of the villages. Currently, all villages have completed posting the plan for the rearrangement of commune-level administrative units for the period 2023-2025; reviewed voter ballots, prepared documents, ballot boxes, and decorations. They are actively checking and closely monitoring changes to proceed with supplementing and finalizing the official voter list on the afternoon of May 2nd.
Mr. Ho Quoc Cuong from Phu Lien village, Quynh Long commune, shared: “Here, the people unanimously agree with the Party and State's policy on merging the administrative units of Quynh Long and Quynh Thuan communes. The administrative headquarters after the merger is expected to be in the former Quynh Thuan commune, and the name of the new merged commune, Thuan Long, has also been highly agreed upon by the people.”
Creating consensus and unity among the people.
Preparations for the voter consultation on the merger of Son Hai and Quynh Tho communes into a new administrative unit tentatively named Van Hai commune are being actively and urgently implemented by Son Hai commune, ensuring the plan is on schedule. Regarding this matter, Mr. Cao Xuan Diep – Chairman of the Son Hai Commune People's Committee – emphasized: The commune regularly holds meetings and assigns specific tasks to members of the Steering Committee to guide each village in fully implementing all stages and steps according to regulations. Emphasis is placed on disseminating information about the plan through various forms such as: hanging banners and slogans, holding numerous meetings, and organizing activities of Party branches and mass organizations... to raise awareness among officials, Party members, and association members. All necessary forms, minutes, and the merger plan for Son Hai and Quynh Tho communes are being prepared and posted; especially the history of the two communes and the reason for the new name Van Hai after the merger, so that the people can understand and support this plan.
In addition, the commune directed the voter consultation teams to review and supplement their members, focusing on reputable individuals, religious leaders, and community officials to enhance the effectiveness of propaganda. Simultaneously, they developed plans to ensure political security and social order at the polling stations. With strong determination, Son Hai strives to achieve 95% or more consensus among the 6,195 voters participating in the election.
Mr. Nguyen Huu Dung from Hamlet 3, Son Hai Commune, happily said: “After the Party's policy, especially Resolution No. 35 of the National Assembly Standing Committee, cadres, Party members, and voters in the hamlet are very supportive and unanimous with the major policy of the Party and State on merging administrative units. Our Son Hai Commune is merging with Quynh Tho Commune, and the voters in the hamlet are very supportive and unanimous with the name Van Hai Commune after the merger.”
During the period 2023-2025, Quynh Luu district will reorganize 17 commune-level administrative units into 8 new administrative units. As of April 27th, a review showed that the total number of voters participating in the merging of the 17 communes and towns was 78,724. Local authorities have established 137 opinion-gathering teams with 1,234 members. To date, preparations regarding infrastructure, personnel, equipment, voter lists, ballot forms, and other documents for voter consultation in Quynh Luu have been largely completed. Currently, the Steering Committee for the reorganization of commune-level administrative units in Quynh Luu district has instructed members of the 8 steering teams to regularly monitor the situation and guide communes and towns in carrying out their tasks, ensuring quality and meeting the set requirements. At the same time, they advised the district's Steering Committee to promptly resolve difficulties and obstacles at the grassroots level during the process of gathering voter opinions.
“Based on information gathered in the communes, the people are generally very clear about the policy and have high consensus on the proposed administrative unit merger plan that has been implemented and is currently being posted. May 2nd will be the final date for finalizing the voter list and implementing the process of collecting public opinions. The district has issued a directive requiring the district's working group and the steering committees of the communes to strengthen inspection and review to address any shortcomings and deficiencies in the voting process. After that, the localities will hold meetings of the commune People's Councils to approve the merger plan according to the established plan, ensuring it meets the requirements and direction, and achieves high consensus among the people in the merged communes,” added Mr. Nguyen Xuan Dinh, Vice Chairman of the People's Committee of Quynh Luu District.
With thorough preparation by the Party Committee and the government at all levels in Quynh Luu district, it is believed that the day of soliciting opinions from voters on the plan to merge administrative units in 17 communes and towns will achieve high results, creating a vibrant atmosphere among the people towards this event. This will contribute to affirming the solidarity and trust of the people of the district in the policies of the Party and the State.
