Israel says situation on Lebanon border “unstable”

Hezbollah and Israel both appeared pleased with Sunday's attack, which was carried out in response to the killing of a senior Hezbollah military commander in Beirut last month.

Israeli government spokesman David Mencer said Hezbollah had suffered a "painful blow" from the Israeli air strike but also insisted a more lasting solution was needed.

"The current situation is not stable," he said at a press conference, referring to the tens of thousands of people displaced from northern Israel, a similar situation on the other side of the border in southern Lebanon. "Israel will fulfill its obligations and return its people to its sovereign territory."

Hopes for children here to return to school for the new school year in September have been dashed, and a financial assistance program for evacuees has been extended until September 30.

There are, however, some positive views that the clashes, which have not caused the level of damage that Israel feared, could help accelerate negotiations toward ending the war in Gaza and returning Israeli and foreign hostages home.

Palestinian militant group Hamas has said it will not accept any deal that would allow Israeli troops to remain in the strip of territory on Gaza's southern border with Egypt. But some commentators say Sunday's exchange of fire may have demonstrated that Hamas does not have the support needed to push the conflict outside the Gaza Strip.

Avi Issacharoff, a commentator for the Israeli newspaper Yedioth Ahronoth, wrote: "It is possible – very possible – that Israel's success in preventing Hezbollah's retaliation will pave the way for concessions from Hamas in hostage negotiations, after the group failed to gamble on the possibility of the war spreading to the entire region."

Early Sunday, about 100 Israeli warplanes attacked dozens of Hezbollah missile launch sites in Lebanon, destroying thousands of rockets that the military said were aimed at Israel. Hezbollah launched hundreds of rockets, but most were intercepted in open areas.

Fighting continued on Monday but on a much smaller scale than before.

Israel said it had struck a Hezbollah military base in southern Lebanon, and that several suspicious aerial targets had crossed from Lebanon into its territory. Most of the targets were intercepted and there were no reports of casualties.

Hezbollah rejected suggestions that the retaliation launched on Sunday in response to the killing of senior commander Fuad Shukr had been thwarted, insisting the operation had been completed, giving hope that the developments were over, at least for the time being.

Iran, after vowing to retaliate against Israel for the assassination of Hamas leader Ismail Haniyeh in Tehran last month, has also said it has no desire to escalate tensions in the region.
