
Reporting to the working delegation, Ms. Nguyen Thi Nhien, Chairman of Phong Thanh Commune People's Committee, said that this year's rainy and stormy season, prolonged heavy rain combined with high tides, caused the dike along the Hau River to continue to suffer serious erosion in many locations.
The route currently records 12 landslides with a total length of 354 m, of which the landslides are 5-7 m deep, the slope is vertical, creating a frog's jaw, encroaching on the dike foot, directly threatening the safety of the entire dike, affecting 884 hectares of fruit gardens of 1,036 households and 2 primary schools. Of these, 9 particularly dangerous landslides have been reported by the Commune People's Committee and the Provincial People's Committee has announced an emergency situation regarding landslides. For the remaining 3 landslides with a total length of 92 m, the Commune People's Committee has directed specialized agencies to coordinate with the Hamlet People's Committee to organize reinforcement and temporary repairs to limit the spread of landslides.
In addition, the Commune People's Committee also regularly inspects and promptly handles small landslides and proactively responds to local flooding during high tides and prolonged heavy rains, affecting people's lives and production.
To proactively respond to natural disasters, Phong Thanh Commune People's Committee has strengthened the Civil Defense Command, implemented the "4 on-site" motto, and assigned regular forces during storms and high tides. At the same time, mobilized all human resources, vehicles and facilities to respond promptly, prioritizing saving people first and saving property later, minimizing damage to people and property when incidents occur.
The dike and rural road along the Hau River in Phong Thanh commune will be invested in construction and completed in 2023, with a total length of 8.8 km and a total cost of 75 billion VND. Since its inauguration, landslides have continuously appeared on this dike; to date, the authorities have invested over 30.5 billion VND to fix 15 landslides, with a length of 587 m.

Through a field survey, Provincial Party Secretary Tran Van Lau acknowledged and shared the difficulties with the local government and people; at the same time, directed the Commune People's Committee to mobilize social resources and the "4 on-site" force to urgently reinforce landslides, limiting the spread of landslides that threaten people's lives and property.
Authorities and localities should step up propaganda, guidance and support for people to proactively respond to natural disasters, especially in riverside areas and areas at high risk of landslides. At the same time, it is necessary to review, put up warning signs, delineate dangerous areas; proactively evacuate and arrange safe accommodation for households in areas at risk of serious landslides.
For particularly dangerous landslides, the Provincial Party Secretary requested the Department of Agriculture and Environment to coordinate with the Commune People's Committee to develop a comprehensive remedial plan, and propose that the Provincial People's Committee allocate investment funds to thoroughly handle them, ensuring the safety of the works and stabilizing production and the lives of local people.
