Moc Chau town (Moc Chau district) is one of the localities in Son La province that suffered heavy damage from storm No. 3. Currently, local authorities are implementing the "4 on-site" policy to help people stabilize their lives.

After the storm, the yard of Ms. Pham Thi Lan's house in Sub-area 2, Moc Chau town became a pile of rocks, the house walls collapsed, and soil flooded into the house, leaving behind a scene of devastation. The town's forces and the people in the neighborhood joined hands to help her family clean up and salvage what was left after the storm.

Ms. Pham Thi Lan shared that as soon as she heard that storm No. 3 was affecting the area, her family quickly reinforced the house and moved things up high. Her whole family also evacuated to her parents' house, which was more solid. However, the storm and rain devastated her family's house, with rocks and soil flooding into the house and leaving nothing behind.

In Moc Chau town, 142 households had their houses flooded; many fences and warehouses collapsed. The storm also caused great damage to livestock and aquaculture areas of local people. Initial estimates put the total damage at over 1.2 billion VND.

Immediately after the flooding, Moc Chau town authorities mobilized militia and youth unions to support families and overcome the consequences with the motto "4 on-site".

Mr. Phung Tien Dung, Vice Chairman of Moc Chau Town People's Committee, said that the Party Committee, People's Committee, departments, branches and organizations of the town have established 4 working groups to go to the area to grasp the situation and work with the people to overcome the consequences of storm No. 3. According to statistics, due to the impact of storm No. 3, Moc Chau district had 4 collapsed houses, 7 houses had their roofs blown off, 94 houses were flooded, and 57 houses had landslides. In addition, the storm in Moc Chau district also caused 3 classrooms and 1 cultural house to be flooded; 1 electric pole was broken; more than 250 hectares of agricultural crops were damaged; 5.4 hectares of iron-framed net houses were damaged; some traffic routes were eroded, etc.

Currently, the circulation of storm No. 3 continues to cause rain in Moc Chau district in particular and Son La province in general. Overcoming the consequences and stabilizing the lives of people in Son La still face many difficulties...

Due to the impact of storm No. 3, from September 7 to 9, Son La had moderate, heavy to very heavy rain and thunderstorms, causing damage to people and property.

According to a quick report from the Office of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Son La province, as of 5:30 p.m. on September 9, storms in the area had killed 1 person; 7 houses collapsed completely, 260 houses were flooded, 62 houses were urgently evacuated, 18 houses had their roofs blown off and many households were at risk of landslides.

Along with that, natural disasters caused damage to over 278 hectares of rice, more than 552 hectares of annual crops, 9 hectares of fruit trees, 58 hectares of vegetables and flowers, 44 cattle, 220 poultry, 13 hectares of aquaculture; 8 schools were affected; 1 bridge over a stream had its foundation eroded; 1 cultural house was flooded. The storm also caused traffic jams at 73 locations on national and provincial roads; 61 locations have been temporarily opened to traffic, while 12 locations are still blocked.

In addition, the impact of storm No. 3 also caused landslides, road surface, culverts, and ditches of about 140,966 m3/531 locations. As of 7:00 a.m. on September 9, the storm caused landslides and tilting of 12 medium-voltage poles; 30 low-voltage poles were broken; 6 35kV lightning arresters, 1 35kV circuit breaker, 50m of AC50 wire were damaged; 458 customers are without power...

As soon as the storms and floods occurred, the People's Committees of districts and cities implemented the "4 on-site" motto, ready to respond to all possible situations; organized 24/7 on-duty shifts, monitored forecasts and warnings, promptly informed local authorities and people, enhanced proactiveness in preventing and avoiding incidents...

According to the Son La Province Hydrometeorological Station, on the night of September 9 and September 10, Son La will continue to have moderate rain, heavy rain, and in some places very heavy rain and thunderstorms.

Ensuring people's lives and property

On the afternoon of September 9, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Tuyen Quang province, Nguyen Van Son, inspected the work of natural disaster prevention and control in Son Duong district - one of the most seriously affected districts of the province by the circulation of storm No. 3.

From September 7 to 9, Son Duong district had heavy rain and strong winds over a large area, directly affecting and causing damage in all 30/30 communes and towns in the area; the water level of Pho Day river rose rapidly and sharply. On September 9, floods on Pho Day river caused inundation in the communes of Trung Yen, Minh Thanh, Tu Thinh, Binh Yen, Tan Trao, Khang Nhat, Tan Thanh, Hop Hoa, Thien Ke, Son Nam, Ninh Lai and Son Duong town. Up to this point, the whole district has over 123 hectares of crops flooded; 120 houses had their roofs blown off; 67 electric poles were broken...

The Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Tuyen Quang province inspected a number of bridges in the district and requested the provincial Department of Transport to carefully assess the situation. If traffic is still possible, traffic should be divided and restricted to ensure safety.

Mr. Nguyen Van Son emphasized that the highest requirement for Son Duong district is to ensure the safety of people's lives and property. The locality needs to urgently review and support households in areas at risk of landslides and floods to move to safe places; especially provide maximum support in terms of food and other conditions, not letting people go hungry, cold, or without shelter; continue to closely monitor the situation, proactively respond to rain and floods to minimize damage; control traffic works, irrigation works, headquarters, schools; have plans to help and support people on the road...

Localities in the district focus on storm and flood prevention at the highest level, must not be subjective; grasp the situation; adhere to the "4 on-site" motto; be on duty 24/24 hours, ready to respond to possible situations; proactively mobilize resources and continue to mobilize means to be ready to respond...
