Faced with the complicated developments of storm No. 13, coastal localities of the province are synchronously and drastically deploying preventive measures to protect people's lives and property.

The proactive response work was carried out with a spirit of urgency and high responsibility, demonstrating the determination of the government and functional forces in controlling risks and minimizing damage caused by natural disasters.

O Loan fishermen bring lobsters to "escape" the storm

Faced with forecasts of the possible devastation caused by storm No. 13, combined with losses and experience from storms in previous years, this time, lobster farmers in O Loan commune proactively brought lobsters to "escape" the storm.

For the past 3 days, when information about storm No. 13 was likely to hit Dak Lak with strong winds, lobster farmers in O Loan commune quickly pulled their lobster cages ashore. Lobsters were then scooped up, put into foam boxes to breathe oxygen and transported straight to Vung Ro (Hoa Xuan commune) or Dam Mon (Khanh Hoa province) to be sent to the farming rafts of acquaintances.

Ms. Pham Thi Thuyen, a lobster farmer in this locality, said: "In the past, whenever there was a storm warning, we usually just moved our cages deep down to avoid storm winds and fresh water... But there were years when there were big storms, the cages were hit by the storm, thrown ashore, causing billions of dong in damage. This year, people decided to move the shrimp to calmer farming areas to wait for the storm to pass."

Fishermen move cages to safety.

After putting all the lobster seeds into oxygenated foam boxes and transporting them to Dam Mon, Mr. Dinh Van Duoc's family continued to work hard to carry 10 cages ashore, lining them up along the embankment, hoping to limit storms and winds. Mr. Duoc said: "All of these lobster seeds have been raised for 2 months and are still very small. If left here, they will not be affected by storms and winds, but after storms there will often be floods, a lot of fresh water will go down, and the shrimp will be very susceptible to freshwater shock. Therefore, my family chose to move the shrimp to safer waters."

Currently, along the sea dike running along Nhon Hoi fishing village (O Loan commune), hundreds of cages are neatly arranged by fishermen to shelter from storms. Having gone through many storm seasons with many losses, this year, fishermen here have proactively taken all measures to protect their property and livelihoods.

According to the People's Committee of O Loan commune, the locality has 3 aquaculture areas in Hon Yen, An Hai bridge and Lao Mai Nha. In recent days, lobster farmers in Hon Yen have moved lobsters to farming areas in Vung Ro and Dam Mon, currently there are about 200/1,000 cages left, likely to be moved all tomorrow (November 5).

The farming area at An Hai bridge and Lao Mai Nha has 23 households raising barramundi, these households have chosen to adjust the depth of their fish cages to avoid the storm. In addition, up to this point, 150 fishing boats of local fishermen have taken shelter at Le Thinh estuary, Tien Chau fishing port and Van Cui creek.

According to Mr. Nguyen Hung Dung, Chairman of the People's Committee of O Loan Commune, this is the first year that local fishermen have chosen to move lobsters to avoid the storm like this. Hopefully, this method will help people preserve their assets to continue production after the storm.

Hoa Xuan commune arranges shelters and evacuates people to safe places.

Faced with the complicated developments of the storm, Hoa Xuan commune has proactively deployed synchronous response measures to ensure safety for people, boats and aquaculture cages in the area.

In the Vung Ro area, the commune has organized to clean up the waterway, arrange two main anchorages and Chua beach for boats to take shelter safely. Up to now, 68 boats with 170 workers have anchored; only 9 fishing boats with 27 workers are still operating near the shore.

Currently, Vung Ro farming area has more than 600 cages with about 1,000 workers. The commune has coordinated with the Border Guard Station of Vung Ro Port to arrange canoes to propagate and mobilize households and workers on the rafts to take shelter ashore. The locality has also arranged 3 areas for people to temporarily stay, including the Border Guard Station of Vung Ro Port (capacity of 100 people), the Border Control Station (50 people) and the Commune Police Headquarters.

In addition, Hoa Xuan commune also carefully checked areas at risk of deep flooding and landslides. In the three villages of Phuoc Giang, Hiep Dong and Hao Son, the authorities have prepared three canoes ready to assist in evacuating people from low-lying areas to safety.

According to the Department of Agriculture and Environment, 12 coastal communes of the province currently have over 181,000 aquaculture cages, of which nearly 172,000 cages are for raising lobster meat and raising lobster larvae. These cages are mainly distributed in Cu Mong lagoon, Xuan Dai bay, Vung Ro bay... The whole province has 2,556 fishing boats, most of which have returned to shore to anchor and avoid the storm. There are currently 228 fishing boats operating at sea, the border guards have continuously informed these boats of the storm's developments so that they can proactively find safe shelter.

Chairman of Hoa Xuan Commune People's Committee Hoang Anh Tuan said: "The commune has established a Civil Defense Command Committee, issued a full plan to respond to natural disasters, and established 13 shock teams in 13 villages. These shock teams coordinate with the commune's youth union, directly stay in the area, with the Party cell secretary as the team leader, ready to respond and support people in emergency situations."

Song Cau focuses on supporting people against storms

In Song Cau ward, the area where the storm is forecast to make landfall, the local authorities have directly gone to the area to encourage people to collect shrimp from cages and sell them before the season. Currently, the ward has about 92,000 aquaculture cages owned by more than 2,000 households. Most of them are raising lobsters and fish.

Mr. Doan Van Thua, a lobster farmer in Song Cau ward, said: "In the past few days, people have started harvesting lobsters. Although the lobsters are not yet of sufficient weight for sale and the price is not high, we still scoop them up and sell them early. Currently, green lobsters are being purchased by traders at 760,000 VND/kg."

According to Mr. Vo Ngoc Thach, Chairman of Song Cau Ward People's Committee, in the past few days, the local government has sent forces to support fishermen in tying up their cages and rafts, instructing people to lower their cages close to the bottom to ensure safety; at the same time, mobilized all workers on the rafts to go ashore before the storm hit and mobilized 100% of the military to support and help people bring 102 fishing boats to find safe shelter.

The ward also prepared forces, vehicles, and rescue equipment to organize prevention, response, and search and rescue. All response work was carried out urgently and decisively with the motto "4 on-site".

Song Cau Ward currently has 3 areas at risk of tidal erosion in the residential groups of Tu Nham, Phuoc Ly, and Dan Phu 2 with a total of 86 households and 336 people.

In case of high tide, 28 households in Tu Nham will be relocated to Le Thanh Tong Primary and Secondary School; 17 households in Phuoc Ly will be relocated to Hung Thuy Guesthouse or the old Xuan Yen Ward People's Committee; 41 households in Dan Phu 2 will be relocated to local residents' houses that the locality has worked with. For 60 households (180 people) in temporary houses, the elderly and those living in low-lying areas, the ward will arrange accommodation at schools and agency headquarters.
