In response to information that storm No. 13 is developing complicatedly and is likely to cause heavy rain over a large area, in recent days, people in communes and wards in the eastern part of the province have taken advantage of the opportunity to buy food, provisions and essential items, proactively stocking up for bad weather.
Active preparation
On November 4, at markets in Song Cau ward, Binh Kien ward, Xuan Loc commune, Tuy An Bac commune and coastal areas, the number of shoppers increased more than usual, purchasing power also increased significantly. Items such as instant noodles, rice, bottled water, eggs, dried fish, flashlights, candles... were consumed strongly.

Ms. Nguyen Thi Thanh, a trader at Binh Kien market, said: "Since early morning, there have been many people coming to buy goods, especially dry goods and drinks." Ms. Ho Thi Mau (Tuy An Bac commune) shared: "Learning from experience from previous years, when storms and heavy rains occur, residential areas are often isolated, so I take advantage of the opportunity to buy necessary necessities in advance to prepare for unexpected events."
Not only in coastal and vulnerable areas, but also in markets in central wards such as Tuy Hoa, Phu Yen , etc., there are also many buyers. Items such as dried fish, eggs, vegetables, instant noodles, candles, lighting oil, and spare batteries are all selling very well. Some traders said that in the morning alone, the amount of goods sold is several times more than usual.
Ms. Nguyen Thi Be, a trader at Tuy Hoa market, said: “People buy a lot, especially easy-to-preserve items like eggs, dried fish, instant noodles, and mineral water. Many people even buy boxes, fearing that in the next few days the wind will be strong and the market will not open.” Ms. Nguyen Thi Hanh in Tuy Hoa ward shared: “Hearing the news of a strong storm, I quickly bought a few boxes of noodles, drinks, some rice, and dried food to prepare for the rain and wind when I can’t go out. There are storms every year, but this year we heard the storm was strong, so everyone is worried.”
Not only in the markets, on the morning of November 4, the number of customers coming to buy food and essential goods at supermarkets and convenience stores also increased significantly.

Mr. Pham Hoang Hung, Director of Co.opmart Tuy Hoa Supermarket, said: “Implementing the plan to reserve goods for the rainy season, Co.opmart Tuy Hoa Supermarket and its 14 affiliated Co.opfood stores have proactively reserved 200 tons of rice, 5,000 boxes of instant noodles and 3,000 boxes of bottled water to serve people's needs. In case of sudden increase in demand, we have a plan to regulate, ensure essential goods are always sufficient in quantity and stabilize prices in all situations.”
In addition to preparing food supplies, many households have also actively secured their houses, reinforced their roofs, removed large trees around their houses, and moved their livestock to safe places to limit damage when the storm hits. The spirit of proactiveness and high vigilance has spread to many residential areas, especially in coastal communes and low-lying areas.
Departments and branches join in
Not only the people, but also units and businesses are proactively and urgently preparing response plans for storm No. 13, with the common goal: ensuring the safety of life, property and stabilizing people's lives when natural disasters occur.
According to Mr. Tran Van Hung, Deputy Director of Petrolimex Phu Yen Branch, the unit currently has 37 petrol stations with a capacity of 2,650 m³, always maintaining a reserve level of over 70% during the rainy season. Goods are supplied from warehouses in Qui Nhon, Van Phong, Vinh Nguyen (Nha Trang), ensuring proactive supply and quality. In addition, at retail stores, Petrolimex Phu Yen also equips backup generators, ensuring continuous operation during power outages or disruptions. The stores have been inspected for goods safety, ready to serve people before, during and after the storm.

To proactively respond to storms and floods, the Department of Industry and Trade has issued a document requesting the People's Committees of communes and wards to review areas at risk of being cut off and isolated to proactively stock up on essential goods, especially food, drinking water, and necessities to serve the people. At the same time, the Department also requested Dak Lak Electricity Company, Dak Lak Power Transmission Team and rural electricity management units to prepare human resources, materials, and means according to the "4 on-site" motto, strengthen inspection of the power grid system, and ensure safe power supply to key areas.
Ms. Nguyen Thi Thu An, Director of the Department of Industry and Trade, said: "In addition to the above units, the Department of Industry and Trade has requested owners of dams and hydroelectric reservoirs to strictly implement the inter-reservoir operation process on the Serepok and Ba river basins and the single-reservoir process approved by competent authorities. At the same time, the Market Management Department is requested to strengthen supervision, inspection and control of the market, promptly detect and handle violations of the law in commercial activities, especially essential goods serving production, business and people's lives before and after the rainy and stormy season. The Department strictly handles acts of taking advantage of the situation of speculation, hoarding, and unreasonable price increases, especially before, during and immediately after the storm for essential goods and necessities.
