Overcoming flood consequences, soon stabilizing people's lives

Heavy rains and floods continue to cause deep inundation, landslides, and isolation of many residential areas in many provinces in the Central region. Local people and authorities are urgently responding to the consequences of the floods and stabilizing their lives soon.

Determined to evacuate people, not waiting for the flood to recede

In Gia Lai province, from the night of November 17 to 18, heavy rains occurred over a large area, many residential areas in Quy Nhon Dong ward, Quy Nhon Bac ward, Tuy Phuoc commune, Tuy Phuoc Dong... were deeply submerged in floodwaters. Many places were completely isolated. People here had just recovered from the damage of storm No. 13, but now they are struggling with floods, making their lives exhausted because of "storms burying, floods destroying".

Authorities have set up checkpoints at key locations, set up warning lines, and mobilized canoes and buoys to evacuate people. Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan has issued urgent instructions, requiring localities to proactively respond to heavy rains, floods, and landslides; the Department of Education and Training is monitoring developments and allowing students in key areas to stay home from school to ensure safety. Gia Lai has also activated flood response scenario 3.1, ready to evacuate 8,498 households/28,987 people in 51 communes and wards.

Meanwhile, in Dak Lak province, Yang Mao commune forces raced to evacuate all 204 households in Ea Han village from the area isolated by floodwaters. The road to the village was flooded and collapsed at many points, forcing rescue forces to use cables to help people cross the fast-flowing Ea Han stream. Food relief work had to be carried out in the form of "tang bo" because the roads were cut off. Mr. Vo Tan Truc, Chairman of Yang Mao Commune People's Committee, said that there were still 80-90 households in the dangerous area waiting for forces to approach. "Rescue must be done overnight. At all costs, all people must be removed from the risk area before the water rises further," said Mr. Vo Tan Truc. Chairman of Dak Lak Provincial People's Committee Ta Anh Tuan directly went to the scene, requesting the locality to resolutely evacuate people, not waiting for the water to recede. For households whose houses were washed away, the province will provide immediate support of 60 million VND/household.

9 people died, 6 people missing due to floods and landslides

On the evening of November 18, the Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Environment) informed: floods and landslides caused by rain in the Central region have killed 9 people (8 people in Khanh Hoa province, 1 person in Hue city); 6 people are missing in Quang Tri, Khanh Hoa and Da Nang . Currently, 17,705 houses are flooded in Quang Tri, Hue, Gia Lai and Khanh Hoa.

According to the National Center for Hydro-Meteorological Forecasting, on November 19, due to the influence of the cold air, in the Northern region, Thanh Hoa and Nghe An, it will continue to rain and be cold all day (the mountainous and midland areas of the North will be very cold, the high mountains will be very cold, and the Northern Delta will be very cold in some places). Due to the influence of the cold air combined with disturbances in the high-altitude East wind zone, there will be widespread heavy rain in the area from Ha Tinh to Khanh Hoa.

In Hue City, on November 18, taking advantage of the temporary weather, people in Phu Xuan, Thuan Hoa, Vy Da wards and functional forces urgently cleared mud and cleaned the environment on the roads that had just been flooded. 663 people in A Luoi 2, Kim Tra, Huong Tra wards... after a period of evacuation to avoid the flood have returned, started to repair their houses, and stabilize their lives. Also on November 18, Mr. Bui Quang Huy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Central Youth Union, led a working delegation to visit and give gifts to children affected by floods in Hue City. The delegation presented 300 million VND and 3,000 sets of school supplies (worth 300 million VND) to support students and people; presented 50 million VND to help Dang Tran Con High School overcome the damage and awarded 20 scholarships (2 million VND/scholarship) to disadvantaged students.

In Quang Tri province, floodwaters have completely receded from the A Rong Tren spillway (La Lay commune) - where the tractor trailer was swept away at noon on November 17. The vehicle has surfaced, about 100 meters downstream from the accident site. Nearly 100 border guards, police, military and militia officers, along with local residents, are actively searching for the missing driver, expanding the search area to Ta Rut and Dakrong communes.

Quickly overcome the consequences of landslides

In Khanh Hoa province, on the evening of November 18, Deputy Prime Minister Ho Quoc Dung led a Central working delegation to the scene to inspect the landslide recovery work, visit the victims of the passenger bus accident that occurred on National Highway 27C (Khanh Le Pass, Nam Khanh Vinh Commune) and work with the Khanh Hoa Provincial People's Committee on the landslide recovery work at Khanh Le Pass, Khanh Son Pass and some landslide and flooded areas in the province.

In the landslide on Khanh Le Pass, rocks and soil crushed a passenger bus, killing 6 people and injuring 18 others. Deputy Prime Minister Ho Quoc Dung requested Khanh Hoa province to promptly evacuate and support people according to the "4 on-site" principle to minimize risks to people and property in the face of floods and landslides; promptly fix landslides, ensure smooth traffic on roads; promptly support severely affected households, and ensure no one lacks food.

Regarding the Khanh Le Pass landslide, the immediate goal is to clear the route as quickly as possible, but the safety of the enforcement forces must be put first. At points with new landslide risks, officers must be assigned to monitor continuously, promptly warn, and absolutely not let secondary accidents happen. Regarding the long-term solution, the Government will work with the province to study investment in the Nha Trang - Da Lat expressway, connecting traffic routes from the Central Highlands to the Central Coast. At the meeting, on behalf of the Government, Deputy Prime Minister Ho Quoc Dung provided emergency support of VND50 billion to Khanh Hoa province to overcome the damage caused by floods.

On the same day, regarding the serious landslide incident at Km84+700 of the coastal route of Ky Xuan commune (Ha Tinh province), Mr. Phan Van Trung, Deputy Director of the Department of Construction of Ha Tinh province, said that the unit had surveyed the scene and reported to the Provincial People's Committee to announce the situation and agree on a plan to thoroughly overcome it. The scope of landslide treatment is expected to expand to about 300m, construction from the top of the mountain down to the road to ensure absolute safety for construction workers and vehicles. Previously, in early November 2025, prolonged heavy rain caused landslides in the above area. While the authorities were implementing the repair, many blocks of earth and rock continued to fall, damaging machinery and seriously injuring two people.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 219/CD-TTg on focusing on responding to and promptly overcoming the consequences of floods in the Central region. Following previous dispatches, the Prime Minister requested ministries, branches and localities in affected areas to proactively and promptly direct the implementation of prevention, response and quick overcoming of the consequences of floods, be ready to respond to the worst scenarios, and not be passive or surprised.

Immediately deploy necessary tasks and measures to ensure the safety of people's lives, putting the task of ensuring the safety of people's lives first and foremost. Mobilize military, police and other forces by all means to immediately approach residential areas isolated by floods and landslides to promptly support people, provide relief with food, necessities for people, and evacuate necessary cases to ensure safety.

In Lam Dong province, National Highway 20, section Km224+700 through Xuan Huong ward (Da Lat), suddenly collapsed, creating a frog mouth nearly 20m wide. The guardrail was swept down the negative slope by 1-2m. All three important gateways to Da Lat, Khanh Le pass, D'ran pass and Prenn pass, were temporarily closed to ensure safety.

In the mountainous and border communes of Da Nang City, landslides continue to occur in many places, causing difficulties in East-West traffic. Localities have opened temporary roads and are on guard because the soil and rocks on the slopes are waterlogged and can fall down at any time. Lieutenant Colonel Nguyen Phuc Truong, Political Commissar of Ga Ry Border Guard Station (Da Nang City Border Guard), said that the unit has coordinated with Ga Ry Primary Boarding School for Ethnic Minorities to organize a "zero-dong kitchen" to serve 214 people in Hung Son Commune who are being evacuated to avoid landslides. Officers and soldiers of Ga Ry Border Guard Station and teachers of the school have prepared more than 200 hot meals and provided 500 bottles of water and milk for children. The unit's medical staff also examined and gave medicine to 20 people with symptoms of cough and fever due to the prolonged cold and humid weather.

In the west of Quang Ngai province, prolonged heavy rains caused landslides and flooding on many important roads. Truong Son Dong road through Kon Plong district had 4 major landslides.
