Overcoming shortcomings in administrative reform and improving people's satisfaction

(LĐ online) - On April 28, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai signed and issued a Plan to overcome shortcomings and limitations in administrative reform and improve people's satisfaction with the services of state administrative agencies in 2025 and the following years.

According to the Provincial People's Committee, the administrative reform index (PAR INDEX) of Lam Dong province in 2024 reached 83.11/100 points, ranked 62/63 provinces and cities, down 16 ranks compared to 2023 (reached 86.02 points, ranked 46/63 provinces and cities). The people's satisfaction index with the service of state administrative agencies (SIPAS) of the province in 2024 reached 83.02%, ranked 39/63 provinces and cities, up 6 ranks compared to 2023 (reached 80.38%, ranked 45/63 provinces and cities).

In order to promptly overcome shortcomings and limitations in administrative reform and improve people's satisfaction with the services of state administrative agencies in 2025 and the following years, the Provincial People's Committee issued an implementation plan with specific tasks and solutions.

Based on the shortcomings and limitations in implementing the 2024 Administrative Reform Index, the Provincial People's Committee requests departments, branches and localities to identify tasks and solutions to improve component indicators, contributing to improving the quality of direction, administration and organization of administrative reform tasks at agencies, localities and units in the province.

Raising people's awareness and understanding of the openness and transparency in the operations of state agencies; the effectiveness and consistency in the development and implementation of legal policies in the province.

The implementation of the plan to improve the Administrative Reform Index must be associated with the effective implementation of the tasks in the Administrative Reform Plan for 2025, tasks in socio -economic development in the area and improving and enhancing the Provincial Competitiveness Index (PCI), Provincial Governance and Public Administration Performance Index (PAPI).

Linking the implementation of administrative reform tasks with tasks on science , technology development, innovation, digital transformation and Project 06, ensuring consistency and continuity in the implementation of tasks. Avoiding overlap and duplication in implementing assigned targets.

The Provincial People's Committee requests heads of departments, branches, localities and staff, civil servants and public employees to constantly improve their sense of responsibility in implementing administrative reform in general and improving the province's Administrative Reform Index in particular.

It is necessary to clearly define that improving and enhancing the Administrative Reform Index is the task of all levels and sectors; in which, the agencies assigned to preside over related fields play a core role in advising and organizing implementation.

All levels and sectors promptly implement solutions to overcome and improve the Administrative Reform Index in conjunction with the Plan to organize the Emulation Movement to Promote Administrative Reform in Lam Dong province in the period of 2021 - 2025; focus on proposing, registering for application and assessing impacts to replicate solutions, initiatives and creative approaches in administrative reform work in the province.

Regarding tasks and solutions, the Provincial People's Committee requests heads of agencies, units and localities in the province to urgently develop specific solutions to overcome shortcomings and limitations through the results of appraisal and assessment of administrative reform work in Lam Dong province in 2024 announced by the Ministry of Home Affairs (including the results of sociological survey statistics for Lam Dong province in 2024).

Focus on reviewing and completing related contents in the arrangement of administrative units at provincial and communal levels to ensure public service activities and serve people in the province.
