The Civil Aviation Authority of Vietnam requests individuals, organizations, and customers who have purchased air tickets from Vietnamese airlines in the past (especially from the beginning of 2024 to present) to report information and authentic documents about having to buy air tickets at higher prices than prescribed.
According to the leader of the Civil Aviation Authority of Vietnam, recently, many mass media and social networking sites have reported multi-dimensional information about unreasonably high airfares.
Therefore, the leaders of the Ministry of Transport have directed to strengthen State management, strictly control airfares, contribute to price stabilization, ensure harmony between socio-economic development goals in accordance with the direction of the Government and the Prime Minister; request the Civil Aviation Authority of Vietnam to urgently review and inspect ticket sales, declare and post prices, and publicize and transparently disclose information on airfares of airlines.
Along with the implementation of inspection of ticket sales, declaration and listing of airfares, the Civil Aviation Authority of Vietnam requests individuals, organizations and customers who have purchased airfares of Vietnamese airlines in the past (especially from the beginning of 2024 to present) to reflect information and authentic documents about having to buy airfares at higher prices than prescribed (in Circular No. 17/2019/TT-BGTVT dated May 3, 2019, Circular No. 34/2023/TT-BGTVT dated November 30, 2023... of the Minister of Transport ) via email: [email protected] (please clearly state the passenger's full name, contact phone number, ticket itinerary, ticket price, image of invoice, voucher, money transfer receipt...) to contribute to quickly clarifying, promptly correcting and handling violations (if any).
According to Circular 34/2023/TT-BGTVT dated November 30, 2023, effective from March 1, 2024, flights with a distance of less than 500km have a ceiling price of VND 1,600,000/ticket/way for socio-economic development flights and VND 1,700,000/ticket/way for other flights.
For flights from 500km to under 850km, the ceiling price is 2,250,000 VND/ticket/way. Flights with a distance from 850km to under 1,000km have a maximum ticket price of 2,890,000 VND/ticket/way. Flights from 1,000km to under 1,280km have a ceiling price of 3,400,000 VND/ticket/way and flights with a distance from 1,280km or more are 4,000,000 VND/ticket/way.
The maximum price includes all costs that passengers must pay for an air ticket, excluding value added tax and fees collected on behalf of the airport (including passenger service fees and passenger and baggage security fees; service fees with additional items).
Previously, according to a report from the Civil Aviation Authority of Vietnam sent to the Ministry of Transport, from the beginning of 2024 to now, the average economy class ticket price on a number of routes (prices including taxes and fees) of Vietnamese airlines have increased compared to the same period in 2023, but still ensure to be within the price range of passenger transport services according to current regulations.
The Civil Aviation Authority of Vietnam also acknowledged that the increase in airfares of Vietnamese airlines is part of a global trend due to the impact of the following main factors: high fuel prices; foreign exchange rate differences; the engine recall by Pratt & Whitney (PW) which has led to a reduction in the world's operating aircraft fleet; the receipt of new aircraft and increased maintenance costs for out-of-service aircraft; high aircraft rental prices; and the supply and demand situation of air transport.
