Emphasizing the need to develop infrastructure for the semiconductor industry, the Prime Minister requested the urgent construction of a railway connecting the center of Hanoi to Hoa Lac and the shortest and most convenient traffic connection between Long Thanh and Tan Son Nhat airports.

On the morning of December 14, at the Government headquarters, Prime Minister Pham Minh Chinh , Head of the National Steering Committee for Semiconductor Industry Development, chaired the first meeting of the Steering Committee.
Speaking at the opening of the first meeting of the Steering Committee, Prime Minister Pham Minh Chinh stated that digital transformation, green transformation, development of circular economy , smart economy, knowledge economy, sharing economy, and night-time economy are the goals and orientations of the world.

If Vietnam wants to combine national strength and the times, it must go in the right direction of the times, accurately assess the situation and respond with timely, appropriate and effective policies, in the spirit of "keeping up, progressing together and surpassing".
In the coming period, we must achieve two 100-year goals (by 2030, the 100th anniversary of the Party's founding and by 2045, the 100th anniversary of the country's founding), which requires breakthroughs, especially in economic growth; economic growth will lead to an increase in GDP scale, an increase in per capita income, an increase in labor productivity, an improvement in the material and spiritual life of the people, and an elevation of the country's position.
The Prime Minister stated that to promote growth, we must renew traditional growth drivers and consider this a revolution that establishes a new historical process and world order.
Suggesting some major orientations, the Prime Minister stated that it is necessary to raise awareness and have breakthrough thinking about the position, role and importance of new growth drivers, especially artificial intelligence, the Internet of Things, and cloud computing; perfect institutions, give priority to selected industries; develop infrastructure, including electricity infrastructure; and train human resources.

The Prime Minister requested ministries and branches to urgently implement the "Human Resource Development Program for the Semiconductor Industry to 2030, with a vision to 2050" and the "Semiconductor Industry Development Strategy to 2030".
The Prime Minister also noted that digital transformation is very broad, but the core is research and development of artificial intelligence based on data; Vietnam's artificial intelligence must be based on Vietnam's data.
Emphasizing that the current situation is very favorable, the Prime Minister requested that after issuing the meeting's conclusions, ministries and branches need to urgently get involved, actively and proactively implement tasks with high determination, great efforts, drastic actions, focus, quickly seize opportunities, turn into concrete actions, do each task properly, finish each task to turn the situation around and change the state.

In his concluding remarks, Prime Minister Pham Minh Chinh affirmed that Vietnam has strategic advantages in developing the semiconductor industry with the second largest rare earth reserves in the world and an extremely favorable geographical location (located in the center of the region that accounts for 70% of the global semiconductor industry's production output).

Abundant and potential human resources (1 of the 16 most populous countries in the world with a high proportion of young population, ranked 44/133 economies in innovation). In addition, there are many other advantages in terms of institutions, infrastructure...
However, the Prime Minister said that the demand for investment capital in the semiconductor sector is very large, but the special incentive mechanism to support investment and encourage all organizations and individuals to participate in this field has not kept up with practical requirements.
Limited infrastructure for research and development, training, incubation as well as production and business; Vietnam's electricity supply is not guaranteed in some places and at some times. Faced with these difficulties and challenges, in the coming time, the Prime Minister emphasized that the first key task is to implement the "Human Resource Development Program for the Semiconductor Industry to 2030, with a vision to 2050" and the "Semiconductor Industry Development Strategy to 2030".
The Prime Minister noted that developing human resources, institutions and infrastructure for the semiconductor industry is a comprehensive strategy; it must be implemented and invested in to match the strategic breakthrough. Promote administrative procedure reform, promptly direct the removal of difficulties, obstacles and barriers in administrative procedures and processes for production and business activities in the semiconductor sector.

Along with that, promote public-private cooperation, domestic and international cooperation, open up and utilize all resources for training and developing human resources to serve the semiconductor industry.
Cooperate in the spirit of "listening and understanding together"; "sharing vision and action together"; "working together, winning together, enjoying together and developing together"; "harmonizing benefits, sharing risks".
Among the solutions and specific tasks assigned to ministries, branches and localities, the Prime Minister requested localities to further strengthen research and consultation work to perfect mechanisms and policies to promote the development of the semiconductor industry and support domestic enterprises to participate in semiconductor development.
In particular, the Prime Minister requested localities to study and select industrial parks with favorable and suitable locations for investment, ensuring synchronous technical infrastructure (especially in terms of providing stable power supply, sufficient capacity and clean water, wastewater treatment system) to develop the semiconductor industry; promote neighboring industrial parks and clusters to create industry linkage clusters for the semiconductor industry chain.
In particular, the head of the Government assigned ministries, branches and localities to urgently deploy the construction of a railway connecting the center of Hanoi to Hoa Lac and the shortest and most convenient traffic connection between Long Thanh airport (Dong Nai) and Tan Son Nhat (Ho Chi Minh City).
The Prime Minister affirmed that developing the semiconductor industry is an inevitable need, a strategic breakthrough and also our key task in the coming time; it is something that needs to be done, must be done and is determined to be done.
Therefore, it requires the participation of the entire political system, the support and participation of people, businesses, investors, and the support of international friends.
"Determination must be demonstrated through specific, systematic, scientific, drastic, focused, and key actions, with each task completed thoroughly, with specific, measurable products and results. Only then can we move towards the goal of socio-economic development based on science, technology, and innovation, in which the semiconductor industry is one of the key priority areas for development," said Mr. Chinh.

At the meeting, Minister of Planning and Investment Nguyen Chi Dung said: "Vietnam is emerging as an attractive destination for investors in the semiconductor industry."

In particular, for the world's number 1 technology corporation, NVIDIA, the Prime Minister assigned the Ministry of Planning and Investment to coordinate with relevant agencies to establish two groups, including the Working Group for Cooperation Implementation and the Negotiation Group with NVIDIA.
On December 5, a cooperation agreement between the Vietnamese Government and NVIDIA Corporation was signed to cooperate in establishing a Research and Development Center and an AI Data Center in Vietnam.
The agreement is an important "push" to help Vietnam make a leap forward in technology in the coming time, with a large spillover effect, attracting the attention of other high-tech investors in the world, especially in the fields of AI and semiconductors, to invest in Vietnam; at the same time, attracting and retaining many talents in the fields of semiconductors and AI.
