The Color Home Le Ho project was approved by the People's Committee of Ha Nam province in accordance with Decision No. 1036/QD-UBND dated September 11, 2023 and approved the investor in Decision No. 2846/QD-UBND dated December 29, 2023. This is a social housing project with a total investment of VND 1,023 billion, planned on an area of over 12 hectares, providing 587 townhouses and 476 high-rise apartments, synchronized with the internal utility system such as: children's playground, green park, community activity area, kindergarten, commercial service area, parking lot.

Speaking at the groundbreaking ceremony, Mr. Tran Xuan Duong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, said: Implementing Directive No. 34 of the Secretariat and Decision No. 338 of the Prime Minister on social housing development, Ha Nam province has been actively implementing synchronous solutions to complete the goal of building at least 12,500 social housing apartments by 2030. Of which, the 2021-2025 period strives to complete about 4,000 apartments, and the 2026-2030 period about 8,500 apartments.

In recent times, Ha Nam has actively mobilized all resources, promoted administrative procedure reform, and created favorable conditions for investors to implement social housing projects. In 2025, Ha Nam aims to complete 07 projects with nearly 4,000 social housing units (exceeding the target assigned by the Prime Minister in 2025 of 336 units). Since the beginning of 2025, Ha Nam province has started construction on 02 social housing projects. The groundbreaking of the Color Home Le Ho Social Housing Project in Kim Bang town is of great significance, a step to concretize the social housing development strategy in the province, meeting the urgent need for accommodation for workers and laborers, especially in the context that Kim Bang I Industrial Park and Le Ho Industrial Cluster are becoming attractive destinations for domestic and foreign enterprises, expected to attract about 20,000 workers to live and work here.

The Vice Chairman of the Provincial People's Committee hopes that this project will create a model social housing area, modern, synchronous in technical infrastructure and social infrastructure, contributing to creating a stable and favorable environment for workers and laborers to settle down. At the same time, he requested departments, branches and localities to continue to accompany and provide maximum support to the investor throughout the project implementation process, from site clearance, infrastructure connection to administrative procedures, ensuring the project is implemented effectively, safely and on schedule.
