On the morning of May 6, the People's Committee of Hai Duong province held the first meeting of May to review the progress of public investment projects in the province and disbursement results in the first 4 months of 2025; the implementation of socio-economic development tasks in April, and some key tasks in May.
Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
According to the report of the Department of Finance on the progress of public investment projects in the province, by the end of March 31, 2025, the whole province had disbursed 1,602.2 billion VND of public investment capital, reaching 15.33% compared to the total capital plan assigned at the beginning of the year, higher than the average disbursement rate of the whole country in the first quarter of 8.98%. However, the target set by the Provincial People's Committee was not completed by 18.7%.
As of April 30, 2025, the disbursement of public investment capital as reported by the Provincial State Treasury was VND 2,465.92 billion, reaching 23.6% of the total capital plan for the year. Compared to March 31, 2025, the disbursed capital increased by VND 863.74 billion.

The province's disbursement rate in April 2025 was higher than the national average (about 15.6%), but did not reach the monthly target planned by the Provincial People's Committee of 28%.
Provincial projects have disbursed VND 1,449,147 billion, reaching 25.2% of the 2025 capital plan. Of which, 32 projects have disbursed less than the disbursement schedule in April 2025, with the disbursement value not reaching the schedule of VND 513.2 billion; 21 projects have disbursed ahead of schedule, with the disbursement value exceeding the schedule of VND 491.84 billion; 5 projects are implemented on schedule.
District and commune-level projects have disbursed VND 1,016,776 billion, reaching 21.6% of the 2025 capital plan.
Nam Sach district has the highest rate of public investment disbursement (54.9%), followed by Tu Ky (47.9%), Gia Loc (36%), and Binh Giang (34.1%) districts.
Ninh Giang district has the lowest disbursement rate (13.8%), followed by Chi Linh city (15.5%), Thanh Ha district (16.8%), Kim Thanh (16.9%), and Hai Duong city (17%).
According to the Department of Finance, 2025 is the final year of implementing the medium-term public investment plan for the period 2021 - 2025, however, many projects are still in the initial stages of implementing investment procedures. The progress of investment preparation is slow, greatly affecting the progress of implementation and disbursement of public investment capital from now until the end of the year. The number of projects waiting for site clearance is large.
At the meeting, leaders of districts, towns and cities reported on the disbursement of local public investment capital, difficulties and obstacles in site clearance for slow-progressing projects.
Speaking at the meeting, regarding investment preparation and construction commencement, Chairman of the Provincial People's Committee Le Ngoc Chau requested investors and People's Committees of districts, towns and cities to review and develop detailed plans, including speeding up investment preparation, project approval and design to ensure progress according to the proposed scenario plan.
For provincial projects, the Provincial Construction Investment Project Management Board is required to complete the approval of 17 projects in the second quarter; complete the appraisal and approval of detailed designs of 14 projects in the second quarter. Develop a progress plan to start construction of 36 projects in 2025.
The Provincial Construction Investment Project Management Board, investors, and localities must assign leaders and staff responsible for the progress of each project and update progress regularly.
Departments and branches focus with high determination and continue to implement according to the Project Management Handbook that has been announced by the Department of Construction and trained for districts, agencies and units; shorten the time by at least 50% according to the provisions of law.
The Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with departments, branches and the Provincial Investment and Construction Project Management Board to monitor and urge the implementation to complete project approval, design - estimate and start construction in the second quarter and before August 20, 2025 as planned. Assign the Provincial Investment and Construction Project Management Board to develop a plan to accelerate investment preparation progress to start construction of a number of large and important projects before August 20, 2025 to celebrate the 80th anniversary of National Day September 2, in which some projects should be noted: Thai Binh River overpass, martyrs' temple and cultural park, Provincial General Hospital...
The Department of Finance shall preside over and coordinate with departments, branches and localities to adjust the plan for disbursement of public investment capital and report to the Provincial People's Committee before May 15, 2025.
In the work of site clearance, the Chairman of the Provincial People's Committee requested the People's Committees of Cam Giang, Thanh Ha districts and Chi Linh city to focus on propaganda, mobilization and implementation of site clearance for 5 projects that are behind schedule and hand them over to investors before June 15, 2025. Proactively develop a plan for compulsory land recovery in accordance with the correct procedures and regulations of the law.
For projects that are being cleared on schedule, the remaining localities are required to base on the plans of the reconstructed localities and the plans of the Provincial Construction Investment Project Management Board to plan the detailed site clearance for each project. Focus on accelerating the site clearance progress of 26 projects of the province, to be completed before June 30, 2025.
Periodically, before the 15th and 28th of each month, departments, branches, and People's Committees of districts, cities, and towns report to the Provincial People's Committee on difficulties, problems, and proposals to complete the site handover plan in accordance with the disbursement schedule of each project.
The Department of Agriculture and Environment shall preside over and work with the Provincial Investment and Construction Project Management Board, units and localities to finalize the detailed plan for site clearance and submit it to the Provincial People's Committee Office before May 5, 2025 to be included in the software to monitor the progress of implementation, and report to the Provincial People's Committee before May 8, 2025. Take the lead in advising on solutions to implement the work of organizing site clearance compensation after July 1, 2025, and report to the Provincial People's Committee before May 10, 2025.
Chairman of the Provincial People's Committee Le Ngoc Chau requested the People's Committees of districts, towns and cities to urgently review, complete the recovery of advances and approve the final settlement of site clearance work before June 30, 2025 (especially completed projects) because after June 30, 2025, the district-level government model will no longer be organized.
For projects that have completed site clearance, the settlement of 2% of site clearance costs for the site clearance council is required for localities to complete the settlement before May 30, 2025. After the above period, localities are required to return funds without settlement records to the investor to return to the state budget...
