Hanoi Social Insurance replied that regarding this issue, there will be 2 cases:
Case 1: If you have worked at agencies, companies, enterprises, or organizations, you will be subject to health insurance paid by employees and employers according to the provisions of Article 1 of Decree 146/2018/ND-CP including:
1. Employees working under indefinite-term labor contracts or labor contracts with a term of 3 months or more; managers of enterprises, non-public service units, and managers of cooperatives receiving salaries; cadres, civil servants, and public employees.
2. Non-professional workers in communes, wards and towns as prescribed by law.
The procedure for making a declaration includes TK1-TS sent to the employer, the employer is responsible for registering with the Social Insurance agency.
Case 2: If you are a freelancer, you participate in family health insurance according to the provisions of Article 5 of Decree 146/2018/ND-CP and Clause 2, Article 37 of the Law on Residence, then the subjects participating in family health insurance are "people who are registered for permanent residence or temporarily registered at a legal place of residence according to the provisions of the law on residence".
Thus, to register for family health insurance in Hanoi, you must have permanent or temporary residence registration in Hanoi according to regulations.
Regarding the participation procedure, you can go to the agency points of the collection service organization such as: VNPost , Viettel Post, PVI Insurance for instructions or register through the National Public Service Portal at the address: dichvucong.gov.vn.
Subjects participating in family health insurance include all people whose names are in the household registration book or temporary residence book, except for subjects who have been issued health insurance cards in other groups and those who have declared temporary absence.
According to the Law on Health Insurance, participants in Family Health Insurance will enjoy the following benefits: Being granted a health insurance card by the Social Insurance agency when paying for health insurance; being able to choose a convenient medical facility according to the instructions of the Social Insurance agency to register for the initial medical examination and treatment (KCB) facility, being able to change the initial registration location every quarter; being treated and having the Social Insurance agency pay for the medical examination and treatment costs according to the Law on Health Insurance;...
In particular, participating in the family health insurance scheme will have the contribution gradually reduced from the second member onwards. According to regulations, the first person will pay 4.5% of the basic salary per month, the second, third and fourth people will pay 70%, 60% and 50% of the first person's contribution respectively. From the fifth person onwards, the contribution will be 40% of the first person's contribution.
Family health insurance participants can choose to pay periodically every 3 months, 6 months or 12 months, pay once through collection agents located at the People's Committees of communes, wards and towns, collection agents at the Post Office or pay directly to the Social Insurance agency.
