The set of criteria aims to strengthen the building of a culture of behavior, in order to create fundamental changes in the cultural behavior of cadres, teachers, employees, students and trainees to develop capacity, perfect personality, cultural lifestyle; improve the quality of education and training; contribute to building the image of Ho Chi Minh City people living decently, civilized, modern, affectionate, dynamic and creative.

Strengthening the building of behavioral culture in schools

According to Ms. Cao Thi Thien Phuc, Head of the Department of Political and Ideological Affairs, Ho Chi Minh City Department of Education and Training, the "Happy School" Criteria is applied to all public and non-public schools, from preschool to high school, Continuing Education Centers, Continuing Education Centers - Continuing Education Centers, Colleges and Secondary Schools implementing the High School Continuing Education program in the city. The Department has implemented the process of building 18 criteria divided into 3 groups of standards, specifically: People (6 criteria); Teaching and educational activities (8 criteria); Environment (4 criteria).

The leader of the Department of Education and Training of Ho Chi Minh City also said that the assessment of the Criteria is based on a survey of the feelings of teachers and students at the school, because happiness is a process, feeling, and assessment by attitude and emotion. Each criterion is assessed into 3 levels: Needs improvement, Fair and Good. After self-assessment, the educational institution builds a guide for the leadership team, teachers, staff and students to implement according to practical conditions to apply and implement specifically.

During the teaching and learning process, the school conducts surveys and evaluates the feelings of teachers and students; which criteria are good, they promote, which criteria need improvement, they focus resources to overcome. Leaders of educational institutions organize dialogues with cadres, teachers, employees and students to listen, grasp the needs; analyze the situation to improve the criteria that have not been achieved in order to improve the quality of teaching and learning, as well as well implement the set of criteria so that the school is a place that truly brings happiness to everyone.

No administrative, no competition criteria

Deputy Minister of Education and Training Nguyen Van Phuc shared that since 2013, the United Nations has chosen March 20 as the International Day of Happiness. In the field of education and training, the criteria for evaluating "Happy Schools" have been of interest since 2016. "In Vietnam, the Ministry of Education and Training has coordinated with the Vietnam Education Trade Union to launch the "Happy School" model since 2019. This does not mean that students will study less, but rather study with passion, maximizing their creativity and qualities as learners, not learning by memorization or cramming", the Deputy Minister stated; At the same time, it is affirmed that the construction of "Happy Schools" should be carried out according to the individual needs of educational institutions, not based on achievements, on the basis of learning from experiences from countries around the world with a voluntary spirit, the true interests of the unit, learning while doing, should not be administrative, should not be included in annual competition criteria, should not be hasty, and should avoid creating pressure.

Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu said that the process of building and implementing the "Happy School" criteria set was carried out step by step, carefully, listening to the opinions of experts and school units. Mr. Hieu suggested that when implementing the criteria set, educational institutions should also pay attention to the parents of students, including them as one of the important subjects, influencing the process of building "Happy School".

“The implementation of the Criteria is quite new, but fortunately we have had guidance from the UNESCO Criteria, and at the same time have many innovations and experiences in implementing some previous program objectives. Specifically, in 2019, Ho Chi Minh City implemented “Culture of Behavior in Schools”, which means that we behave well with each other and also create happiness. I think that schools are the best places to spread images and cultural features in society”, Mr. Hieu emphasized and added: The way to evaluate the implementation of the Criteria is to annually conduct a survey of cadres, teachers, employees, students and parents about their feelings of happiness when coming to school to teach, study and live.
