Checking the progress of the Hoa Binh - Moc Chau Expressway Project in Da Bac district

On the morning of May 23, a working delegation of the Provincial People's Committee led by Mr. Quach Tat Liem, Vice Chairman of the Provincial People's Committee, inspected the construction progress and compensation, support and resettlement work of the Hoa Binh - Moc Chau Expressway Project (section from Km19+000 - Km53+000 in Hoa Binh province) in Da Bac district.

Up to now, Da Bac district has completed site clearance and handed over 10.44/21,750 km of the entire route. The People's Committee of Da Bac district has completed 2 compensation payments for site clearance to 226 households with a recovered area of ​​310,183 m2; continuing to pay the 3rd and 4th payments to 245 households with a total recovered area of ​​516,256 m2. After completing the 4th payment, the site clearance is expected to reach 17/21.75 km. Striving to complete site clearance for the entire route in Da Bac district in the second quarter of 2025.

The construction unit is carrying out the construction package XL-01 and construction package XL-02 with the items of roadbed embankment, civil underpass, box culvert and 7 bridges on the route. Up to this point, the project has disbursed over 2,855 billion VND.

However, the project encountered many difficulties during the implementation process due to the lack of synchronization of site clearance; many sections had been cleared but were still stuck with power lines, so construction had not started yet. In addition, the construction materials in the initial phase were difficult because the mines were far from the construction site, and the transportation was by waterway; the mines had small reserves, and legal procedures were incomplete, so the selection of mines encountered many difficulties...

At the inspection, the Provincial Traffic Construction Investment Project Management Board requested the Provincial People's Committee to direct relevant departments, branches and sectors to provide guidance on natural sand and stone mines with complete procedural documents, ensuring quality and reserves to serve the construction of the project. The Department of Agriculture and Environment facilitates procedures for exploiting Group IV mineral land (currently calculating fees for granting exploitation rights); guides procedures for temporarily using natural forests as public roads and construction sites. The Department of Finance appraises the plan for handling public assets for wood harvested from natural forests, auctions off natural forest assets. The Department of Industry and Trade grants blasting licenses and appraises documents and estimates for moving power lines. The People's Committee of Da Bac district removes difficulties and obstacles, promptly hands over clean land on land and underwater to the investor; promptly deploys the work of moving power lines to speed up the project implementation progress.

Concluding the inspection, the Vice Chairman of the Provincial People's Committee requested: The People's Committee of Da Bac district resolutely implements the land acquisition and compensation work, considering it the number 1 priority of the Party Committee and local authorities. In particular, it is necessary to focus on leadership, direction, sense of responsibility of officials doing land acquisition and compensation work and propaganda and mobilization work for people. For households that have approved the land acquisition and compensation plan, it is necessary to urgently implement payment to households. For households that have received money but have not yet handed over the site, it is necessary to promptly propagate and persuade, and no later than May 30, they must hand over the site to the construction unit. The leaders of the District People's Committee directly propagate and mobilize households that do not agree with the compensation and resettlement support plan and immediately make payment to households that agree with the compensation plan.

The Vice Chairman of the Provincial People's Committee directed that the compensation work for site clearance of the Hoa Binh - Moc Chau Expressway Project in Da Bac district must be completed before June 15, 2025 to hand over the clean site to the construction unit to speed up the progress. Regarding the water surface clearance work, the Da Bac District People's Committee coordinated with departments and branches to calculate support plans to promptly relocate people's assets to hand over the water surface to the construction unit...
